Atatürk’ün 1937’de Hazine’ye bağışladığı ve Yalova Devlet Üretme Çiftliği diye bilinen TİGEM’e ait çiftliğin arazisi, Dubai İslam Bankası ile Çalık Holding’e satılıyor.
AKP’li Belediye Başkanı Barbaros Binicioğlu’nun Başbakan Erdoğan’la görüşmesinin ardından, Atatürk’ün kendi parasıyla kurup, Hazine’ye bağışladığı Yalova Çiftliği, turistik tesis yapılması için Araplara verildi. Tesisleri Dubai İslam Bankası ile Çalık Holding birlikte kuracak.
ATATÜRK’ün kendi parasıyla kurarak, tarım yapılması ve hilesiz meyve yetiştirilmesi için Hazine’ye bağışladığı Yalova Çiftliği, AKP’li Belediye Başkanı Barbaros Binicioğlu’nun Başbakan Tayyip Erdoğan ile görüşmesinin ardından tasfiye edildi. Dubai İslam Bankası, çiftliği turistik tesise dönüştürecek. Yüksek Planlama Kurulu (YPK) kararıyla gerçekleştirilen operasyon sonucunda, arazide kurulacak turistik tesisler için Dubai İslam Bankası ile ön protokol imzalandı. İslam Bankası ile Çalık Holding’in kuracakları tesisler için atılan bu ilk imzada Devlet Bakanı Ali Babacan da bulundu.
BAKANLIK REDDETTİ
Yalova Çiftliği ile ilgili süreç şöyle gelişti: AKP’li Yalova Belediyesi, Valilik aracılığı ile Tarımsal İşletmeler Genel Müdürlüğü’ne (TİGEM) ait olan şimdiki adıyla Atatürk Tarım İşletmesi’ni Sami Güçlü döneminde Tarım Bakanlığı’ndan istedi. Belediye Başkanı Binicioğlu, 23 Kasım 2004 tarihinde Valilik’e yazdığı yazıda, 2980 dekarlık arazi varlığını taksitli olmak üzere 15 trilyon lira bedel ile alabileceklerini bildirdi. Tarım Bakanlığı’nın çiftlik için belirlediği bedel ise 166 trilyon lira olarak hesaplandı. Binicioğlu’nun, Bakanlık kontrolünde olmasına karşın, arazi için İstanbul Teknik Üniversitesi (İTÜ) ile çalışma başlattıklarını, bu nedenle bir an evvel devir istediklerini belirtmesi dikkat çekti.
BAŞBAKAN İKNA ETTİ
Uzun yıllardır pek çok kuruluş tarafından talep edilmesine rağmen korunduğu arşivlere geçen çiftlik ile ilgili olarak Tarım Bakanlığı, geleneği sürdürüp bu talebi de reddetti. Bundan sonraki aşamada gayri resmi görüşmeler başladı. Binicioğlu, Tarım Bakanlığı’ndan ret yanıtı alınca Başbakan Tayyip Erdoğan’a başvurdu. Başbakanlık’tan Tarım Bakanlığı’na devir yönünde telkinde bulunuldu. Bakanlık yine devir yapamayacağı yanıtını verirken, Yüksek Planlama Kurulu kararı çıkarılması formülü bulundu. Tarım Bakanı Sami Güçlü, 3 Aralık 2004’te Devlet Planlama Teşkilatı’na gönderdiği yazıda, işletmenin rayiç bedelinin 166 trilyon lira olduğu, devir için de YPK kararı gerektiğini bildirdi.
KARAR: DEVREDİLSİN
YPK, 14 Mart 2005’te, ‘Atatürk Tarım İşletmesi’nin tasfiye edilmesine, tasfiyeden sonra devir esnasında tapu kayıtlarına halen kullanılmakta olan tarım arazilerinin tarım arazisi olarak korunması şeklinde bir şerh düşülmesi kaydıyla sözkonusu arazinin Hazine adına tescil edilmesine ve Maliye Bakanlığı Milli Emlak Genel Müdürlüğü’ne devredilmesine’ karar verildi. DUBAİ İLE PROTOKOL
Maliye Bakanlığı’ndan belediyeye devir için çalışmalar sürerken, Yalova Belediye Başkanı Barbaros Binicioğlu, Dubai İslam Bankası Başkan Yardımcısı Aref Kooheji ile ön protokol imzaladı.
Ağaç kesilmesin diye ray döşetip taşıtmıştı
TÜRKİYE Cumhuriyeti Cumhurbaşkanı Mustafa Kemal Atatürk, 1928 yılında Yalova’ya geldiğinde, özellikle hayvancılık ve meyvecilik potansiyeli nedeniyle araziler satın alır. 1929 yılında kurulan çiftlikte, Atatürk için küçük bir ev de yapılır. Evin yakınındaki bir ağacın büyümesi ve eve zarar verir hale gelmesi üzerine çiftlik çalışanları ağacın dalını kesmeye kalkarlar. Buna itiraz eden Atatürk, ağaca dokunmamak için evi taşıtır. Çiftlik sonraki dönemde TİGEM ve TEDGEM (Teşkilatlandırma ve Destekleme Genel Müdürlüğü) olmak üzere iki parça da Tarım Bakanlığı bünyesinde korundu. Atatürk’ün evinin bulunduğu yer TEDGEM arazisinde kaldığından şimdilik kurtuldu.
Hilesiz gıda üretsinler
ATATÜRK, Yalova’nın da aralarında bulunduğu çiftliklerini 2 Haziran 1937’de Hazine’ye devrederken, buranın nasıl kullanılmasını istediğini belirten bir de yazı bıraktı. Atatürk’ün vasiyeti özetle şöyle: ‘Çiftliklerin, yerine göre araziyi ıslah ve tanzim etmek, muhitlerini güzelleştirmek, halka gezecek, eğlenecek ve dinlenecek sıhhi yerler, hilesiz ve nefis gıda maddeleri temin eylemek, bazı yerlerde ihtikarla (vurgunculuk) fili ve muvaffakiyetli mücadelede bulunmak gibi hizmetleri de zikre şayandır (anmaya değerdir). Bünyelerinin metanetini (sağlamlığını) ve muvaffakiyetlerinin temelini teşkil eden geniş çalışma ve ticari esaslar dahilinde idare edildikleri, ve memleketin diğer mıntakalarında da, mümasilleri (benzerleri) tesis edildiği taktirde, tecrübelerini müspet iş sahasından alan bu müesseselerin ziraat usullerini düzeltme, istihsalatını (elde ettiklerini) arttırma ve köyleri kalkındırma yolunda devletçe alınan ve alınacak olan tedbirlerin hüsnü intihap (iyi seçimi) ve inkişafına (gelişmesine) çok müsait birer amil (sebep) ve mesnet (dayanak) olacaklarına kani bulunuyorum, ve bu kanaatle, tasarrufum altındaki bu çiftlikleri bütün tesisat, hayvanat ve demirbaşlar ile beraber hazineye hediye ediyorum.’
Sendika dava açtı: Siyasi rant peşindeler
YPK kararı Türk-İş’e bağlı Tarım-İş Sendikası tarafından dava edildi. Danıştay 10. Dairesi’nde görülen davada, YPK’nın tasfiye yetkisi bulunmadığı belirtilerek, yürütmeyi durdurma istemli olmak üzere kararın iptali talep edildi. Dava dilekçesinde, ‘Böyle bir işlemle, Mustafa Kemal Atatürk’ün kendi öz varlığı iken, tüm milletine hediye ettiği ve devrettiği, devir tarihi olan 1937 yılından bu yana milletin malı olarak kalan bu işletme arazisi siyasi rant uğruna elden çıkarılmaktadır’ denildi. Dilekçede ayrıca, birinci derece deprem bölgesi olan arazinin yerleşime açılmasının tehlikesine de işaret edildi.
Teşekkürler Başbakanım
Yalova’nın AKP’li Belediye Başkanı Barbaros Binicioğlu, belediyenin yayın organında yazdığı ‘Teşekkürler Sayın Başbakanım’ başlıklı yazıda, ‘Başbakanımız sözünde durdu. 3000 dönümlük araziyi Yalovalılara hediye etti’ dedi. Alana deniz ve termal turizmine yönelik tesisler yaptıracak olan belediye, Tarım Bakanlığı’nın YPK kararına koydurduğu, ‘tarımsal amaçlı kullanım’ şartına uyma görüntüsü vermek için projeye ‘organik tarıma dönük eko-turizm’ gibi başlıklar ekledi.
Translation - English ATATURK’S FARM GOES TO THE ARABS
The farmland, known as Yalova State Reproduction Farm belonging to TIGEM and which was handed over to the Treasury by Ataturk in 1937, is being sold off to Dubai Islamic Bank and Calik Holding.
After Mayor Barbaros Binicioglu of the Justice and Development Party (AKP), had consulted with the Prime Minister Recep Tayyip Erdogan, Ataturk's Yalova Farm, which Ataturk had established himself with his own financial means and then handed over to the Treasury, was sold off to Arabs to be converted into touristic facilities. Dubai Islamic Bank and Calik Holding will cooperate in constructing the facilities.
Yalova - Ataturk's Farm which Ataturk himself established with his own financial means and then handed over to the Treasury for farming and growing unadulterated fruits, was sold off following the talks between Mayor Barbaros Binicioglu (AKP) and the Prime Minister Recep Tayyip Erdogan. Dubai Islamic Bank will convert the farm into touristic facilities. As a result of the operation carried out by the decision of The Higher Planning Council, a pre-protocol has been signed with Dubai Islamic Bank for the facilities to be constructed on the land. Ali Babacan was also present at the signing ceremony held for the construction of tourist facilities by Dubai Islamic Bank and Calik Holding.
MINISTRY DECLINES
The process relating to Yalova – Ataturk’s farm has developed as follows; During the tenure of Sami Guçlu, Yalova municipality (AKP) asked The Ministry of Agriculture via the governor’s office for the agricultural enterprise currently known as Ataturk Agricultural Enterprise which belongs to TIGEM (Directorate General of Agricultural Enterprises). Mayor Barbaros Binicioglu advised in his letter to the governor’s office, dated November 23, 2005, that they could buy 2980 acres of the land assets to the value of 15 trillion in instalments. The Ministry of Agriculture had the farm valued at 166 trillion. It was noted that despite it being under the control of The Ministry, Binicioglu stated that they started a study for the land together with Istanbul Technical University and they, therefore, wanted to take over the farm immediately..
THE PRIME MINISTER’S POWERS OF PERSUASION
Despite the fact that the farm, the preservation of which is recorded in the state archives, has been bid on by several institutions and establishments for years, The Ministry of Agriculture continued the tradition and also declined Binicioglu’s takeover bid for the farm. At a later stage, unofficial talks began. Upon the refusal of the request, Binicioğlu turned to Prime Minister Tayyip Erdoğan.for help. A suggestion was made to The Ministry of Agriculture by the office of The Prime Minister towards a possible takeover. As the Ministry reacted negatively to the takeover bid, possibility of a solution through obtaining the decision of The Higher Planning Council was raised. Sami Guclu, Turkish Minister of Agriculture and Rural Affairs, advised in his letter ,dated December 3, 2004, to State Planning Organization that the current market value of the enterprise was 166 trillion TL and as for the turnover proceedings, The Higher Planning Council’s decision was required.
DECISION : TURN IT OVER
The Higher Planning Council decided on March 14, 2005 that Ataturk Agricultural Enterprise be liquidated and upon liquidation, the land in question be registered on behalf of the Treasury on condition that an annotation be put on the land registers. The annotation should state that the farm lands in current use be preserved as arable lands during the turnover proceedings, and it was also decided that Ataturk Agricultural Enterprise be turned over to The Ministery of Finance, Directorate General of National Real Estate.
Tayyip Erdogan, in his capacity as Chairman, and The Committee of Ministers also affixed their signatures to the decision.
Following the turnover, studies were launched aiming at arranging for the land to be transferred to Yalova Municipality.
PROTOCOL WITH DUBAI
As the studies got underway for the turnover from The Ministery of Finance to Yalova Municipality, Mayor of Yalova Municipality Barbaros Binicioglu signed a pre-protocol with Aref Kooheji DIB’s (Dubai Islamic Bank) vice president
ATATURK HAD THE RAILROAD LAID INTO THE FARM TO CARRY THE HOUSE AWAY IN ORDER TO SAVE THE TREE FROM BEING CHOPPED OFF.
When the first President of the Turkish Republic, Mustafa Kemal Ataturk comes over to Yalova in 1928, he purchases in particular lands with animal husbandry and orcharding (agriculture and livestock) potential. On the farm established in 1929, Ataturk has a house built. Because of a tree growing near the house which begins to damage the house, the farm workers attempts to chop the branch off the tree. Ataturk, objecting to this attempt, has the house moved away in order to save the tree. The farm was later preserved in two parts under the auspices of TIGEM and TEDGEM (General Directorate of Organization and Support ), The Ministry of Agriculture. Since Ataturk's House is on the grounds of the TEDGEM, it seems to be safe for the moment.
LET THEM GROW UNADULTERATED FOOD!
While Ataturk was turning over his lands, including the one in Yalova, to the treasury on June 2, 1937, he left a writ of execution as to in what way these farmlands should be utilized. Ataturk’s legacy was briefly as follows;
Facilities of the farms are worth mentioning in terms of land improvement and arrangement, beautifying the environment, providing people with hygienic places for leisure and recreation, providing people with healthy and unadulterated foods, and finally combating effectively and successfully with profiteering in some situations. I am convinced that if they are handled on the broad working and commercial basis which serve the basis of structural durability and success, furthermore if similar farms are established in other regions of the country, that these foundations, which take their experiences from positive job fields, are to be reasons and mainstays suitable for good selection and development measures taken, or to be taken, by the government towards correcting agricultural procedures, increasing the produce, and developing the villages. Upon my judgement, I am handing over all these farms, which are in my possession, to the Treasury together with all plants, animals, furniture and fixtures.
Union sues : They seek political interest
The Higher Planning Council’s decision on the farm was brought to court by The Agricultural Labour Union affiliated to The Confederation of Turkish Trade Unions. With regard to the case heard by the Tenth Chamber of the Council of State, it was decided that The Higher Planning Council had no authority to demand the liquidation and subsequently on appeal for stay of execution was decided upon. The Higher Planning Council was called upon to set aside the decision. It was stated in the petition that “In this situation, this operational land, which once the equity of Ataturk, but subsequently relinquished to his nation and which has remained so since the turnover took place in 1937, be disposed of for political interest. The dangers of allowing the land, situated on the first degree earthquake zone, be used for settlement was also highlighted in the petition.
"Thanks Mr. Prime Minister"
In an article written by the Mayor of Yalova Municipality Barbaros Binicioglu (AKP), entitled “Thanks Mr. Prime Minister”, which appeared in a local publication, Binicioglu said “The Prime Minister has kept his promise. He has given away 3000 acres of land to the people of Yalova”. The municipality administrators, who will convert the land into sea and thermal tourism facilities, have added some titles to the project such as “eco-tourism towards organic agriculture” in order to give the impression that they abide by the condition of “Agricultural utilisation” stipulated by The Ministry of Agriculture against The Higher Planning Council’s decision.
