At uni our teacher gave "questions bateau" - his explanation was "everybody can get on board". So I presume it means a general response rather than a specific one.

fake, wrong, made up answer

mener en bateau means to take someone for a ride or to lead somebody up the garden path, pull someone's leg, tell story as if true but really a joke.

Or it could be a common-place, ordinary, everyday answer

answer that leads you the wrong way/ takes you on a ride/ wrong answer

A suggestion only. It makes me think of the expression:
"mener quelqu'un en bateau"/"monter un bateau à quelqu'un"
=lead somebody on/fool somebody/pull somebody's leg/ take somebody for a ride

Given the situations in which the term is used on the Ouèbbhe, I think you have quite some interpretational latitude in the absence of firm context, since it appears to cover all my suggestions above, some of which deviate from the strict dictionary definition.
