I totally get your point, Mr.Saleh. Helping is what we aim for, but it's also important that recognition goes exactly to those who deserve it, not to anyone else.

Sorry for any typo, I posted my comments via phone
Saleh Dardeer Jan 20, 2014:
Thanks Ms. Noura! I posted it here because our colleague at that time closed the question. However, she opened it again after posting my suggestion here. The most important thing is that she gets the most helpful answer egardless of points. Anyway, I shouldn't let it go without thanking here for considering my note and reopening the question. All the best

I agree with Mr.Saleh's suggestion. I came across it many times when translating UN documents and other organizations' websites. Mr.Saleh you should have put your suggestion in an official answer entry. :)

Hi Linda,
IMHO, you should have waited for a while to make sure of answers. In addition to my colleagues' suggestions, kindly, consider "sheltering center"

Libyan authorities seized Monday 103 illegal migrants offshore the country while they were attempting to reach Europe by boat, Libyan security source told Xinhua.

All migrants came from the African countries, including Ghana, Senegal, Mali, Niger, Sierra Leone and Gambia, the source said on condition of anonymity.

All of them will be taken to the reception center of the Interior Ministry's Department of Combating Illegal Migration in the capital Tripoli and then transferred to the reception center in the southern city of Sebha, the source added.

Due to the massive flow of illegal migrants throughout Libya to Europe, the European Union has recently carried out a counter illegal migration program called "Mare Nostrum," which deployed joint Libyan and Italian forces in the Mediterranean Sea.

refugee shelters

Explanation:

refugee shelters

Since the context is about illegal immigration, we can use the plural word of (shelter) preceded by the word (refugee) which implies the plural to convey the meaning in the target language. Hence, no need to to use the word (center) because it is implied in the context.
