O cliente argumenta que há uma diferença entre "norma" e "regra" no ordenamento jurídico brasileiro. Ele acha que essa diferença deve refletir-se na versão para inglês e defende "legal norm".
Supus que "norm" e "rule" fossem sinônimos. Entretanto, Merriam Webster e Black's não apresentam esses verbetes como tal. Alguém saberia dizer se na prática jurídica dos países anglófonos há uma distinção marcada entre os dois termos? Seria "legal norm" uma tradução melhor?

As I said in the discussion, in my understanding, norms include laws, rules, and regulations. If you say 'rule', you are eliminating the other two options.
Plus, 'legal rule' is redundant. It's certainly not a common expression.
