From the archives here I learn that "mise en circuit" can be "bringing online". But here they're talking of a pneumatic subassembly. So could this be some manual command to, I don't know, connect up all the bits that need to have pneumatic pressure? I.e. to apply that pressure? But why the stipulation "manuel"?

it can not be "la mise en circuit" as it's not "manuelle"
it could be about "le circuit manuel" = "[Distributeur de mise en] circuit manuel" (as opposed to "en circuit automatique"?) OR
it could be about "Distributeur [de mise en circuit] manuel".
IOW it could be a switch sending cheese to the belt for "manual operations" OR it could be that it's the switch itself that's being "operated manually".
