Nástroje HR jsou sice vytvořeny (cílové dohody, ... atd...) ale v praxi s nimi manageři často nepracují. Chybí osobní kontakt, nadměrná byrokracie s formuláři, výkazy..atd. Problémy s distribucí stravenek, pokaždé jsou u jiné osoby, není jasné datum a hodina, *kdy a kde je zle převzít*

I'm not sure how this should be understood.

@Hannah You may be right too. Maybe something, to have it all together, could be "date, time, place and who to collect them from" are unclear.

That's OK, Rad, I see it as 'when and where to get them', I actually didn't mind this one, ha ha especially in the context, but you may be right, maybe the language is not formal enough. The text did say that it was with different people 'here and there' - I got a feeling of a certain chaos.

Get hold of them Not sure about that. "To get hold of something" sounds to me a little bit like watching when it becomes available and then "grab it", or to get something which is not readilly available. IMO

... I think it should be "kdy a kde je LZE převzít", which would mean something like "when and where to pick them up" ...

I think it's a typing error. The author probably meant "lze" instead of "zle".

date, time and place of their collection

"...není jasné datum a hodina, *kdy a kde je zle převzít*." That's how I would deal with it as in the first part you only have "date and time" and in the second "when and where". So, "...date, time and place of their collection are unclear/not clear".
