hair will not accept (a) perm
If you are translating the sentence from Danish into English you could use the verb 'accept' (I think it can be 'a' perm or just perm). The verb 'accept' is also use about e.g. skin tonic (one of the functions of skin tonic is to prepare the skin to accept moisturizer). The sentences below can be found on the website links.
