'kalooni khatm karna'/ 'qabza khatm karna'/ 'siyaasi tasallut khatm karna'
I'm sorry I don't have access to my Urdu keyboard or dictionary at the moment. If the word "colony/kaalooni" is in the Urdu dictionary then you could say "kalooni khatm karna" or something to that effect.
In order to translate this term into Urdu, you should ask yourself how these terms are understood and explained by those who speak Urdu. And of course, consider if that explanation would apply to colonization of other regions.
If I were to read any of the other terms suggested, without context, I would not know that they mean 'decolonization'. Even with context, they would be very difficult to grasp for a general audience.

Thank you very much for comments, this is especially important to remove the confusions. I think "Abadkari" does not need to take "نو"with it to avaoid the repetition of the sense, like "مطلوب چاہنا".Abadkari is always new. Though "Noabadi" is correct .

De-is a prefix is added to a verb to change its meanind to its opposite. Hence its opposite also is also averb. De-colonization means undoing colonization. Decoloziation can be started by or done by the colonizer as well as the colonized.
