What do adequate resources refer to? I don't quite understand this sentence, can anybody help? Thanks.

Well, if you want to do something, you have to be able to show that you have the wherewithal to do it. That all falls under the umbrella term "resources."
You need the people to build it and maintain it, the equipment to do all this and keep it running, and that last pesky item in my list.
