Yes, I know what the author means, but since this phrase appears several times in this (legal) text and I am not a medical translator, I would like to know the exact words that a medical translator would use to render it in EN (ready for dozens of "non-PRO question" comments).

Here goes:

"...la légalité de telles recommandations pratiques qui iraient au-delà ou endeçà
de l’indication thérapeutique ou des conditions d’utilisation, d’un produit, d’une
technique ou de tout acte médical."

you could equally use "therapeutic use" and perhaps "therapeutic indications" would be better, i.e. in the plural..

agree Nikki Scott-Despaigne : It's true that in EN, we tend to epxress the lower before the higher, but here I think the order of the FR should be respected, thus "go beyond" then "fall short of"
