Source text - English Chinese investment in Bangladesh is mainly in the form of equity. Therefore, Chinese investors are either establishing new companies or taking over existing business ventures by way of acquisition of majority shares. Upon acquisition, if circumstance permits and requires, they obtain a loan facility from Chinese banks.
In Bangladesh, a company has to be registered with at least two shareholding directors. Two types of capital (authorised capital and paid-up capital) are recognised. Authorised capital is the maximum approved threshold limit for investment in a company (as determined by the company during incorporation); and paid-up capital is the actual investment made during incorporation. The amount of authorised capital can be increased by paying necessary government fees in due course.
In general, to increase foreign investment in any company domiciled in Bangladesh, permission is not required from the Bangladesh Bank. However, if a capital infusion into a company through foreign investment results in the aggregate capital of a private company exceeding BDT100 million ($1.2 million), or in the case of a public company over BDT1 million, BSEC permission is required.
For closing any business in Bangladesh, any foreign investor, being a shareholder of a company, has the option to either transfer the entire shareholding in a company or wind up a company, if all shareholders agree.
In the case of a transfer of shares from a foreign investor to another foreign or local entity, irrespective of the nationality/residency of the transferee, permission/approval from the Bangladesh Bank is not required.

Source text - English The ex-post evaluation focuses on the so-called first-generation FTAs that principally entail reductions of import tariff on goods.
However, these FTAs have been introduced at different points in time, had different starting points (in terms of initial barriers) and differently phased implementation periods.
They have also influenced tariffs on different products in different SMCs to a different degree.
It is thus crucial to carefully define the actual trade liberalisation we are studying.
In addition to establishing the actual parameters of trade liberalisation, the main challenge for this ex-post evaluation is to assess to what extent the observed changes over each given time period can be attributed to the FTA.
The objective is to separate FTA-induced effects from the effects of other concurrent processes, such as for example trade propelled by the economic growth (inspired by changes in other non-trade sources) of respective trading partners.
This disentangling becomes a challenge, especially when we attempt to assess more indirect effects of the FTA (e.g.
sustainability impacts).
For all the impacts we observe, there needs to be an understanding on how the FTA may have led to the obtained results, e.g.
was it related to specific provisions or to the way it has been implemented (or not).
This is why this evaluation has adopted an evaluation framework which utilises a mix of methods.
For example, we use computable general equilibrium (CGE) and partial equilibrium (PE) techniques in this study to attribute the observed variation in trade to a host of driving factors posited by economic theory.
This analysis is complemented with quantitative and qualitative methods to verify the modelling results and to deepen the understanding of the mechanisms at work.
Our overall approach to this ex-post evaluation consisted of 17 different tasks as presented in Annex A, which we have divided into four inter-related work packages.
These are the following:

3. A Obligations
3.1 A will, in cooperation with B, agree a road map for the launching and operation of the Business in Jiangsu focusing on the A members and contacts, with a view to roll out into other provinces of the Territory.
3.2 A shall assist in the design of the website and shall arrange to translate and customise the platform (including all associated services) into Chinese within 12 weeks from the commencement of formal contractual relations.
3.3 A undertakes to market, promote and sell the Business platform and other services and products (together “Products”), initially within the Jiangsu Province (to be rolled out to other provinces within the Territory, as agreed), with all due skill, care and diligence, and use its best endeavours to bring in 300,000 customers (including, in particular, A’s members, students and associated companies and institutions) within the first 12 months of the commencement of the Business’s operations and to expand and improve the Business’s goodwill in the Territory.
4. Covenants
4.1 A acknowledges and agrees that it will not act in any way which will incur liabilities on behalf of B nor will it pledge the credit of B (in each case unless otherwise agreed by B in writing).
4.2 A agrees that for a period of 36 months following the date of this memorandum of understanding it will work exclusively with B (or as B directs) on the development of the Business and for such period will not deal or negotiate with or directly or indirectly work in any capacity on or for any other person in connection with any similar or competitive business or project in the Territory.
4.3 Each of the parties shall (unless otherwise permitted by the other party in writing or as required by law) keep strictly confidential the relationship existing between them and any and all matters relevant to the other party raised in discussions and negotiations or otherwise disclosed and the fact that such discussions are taking place.

Least developed countries in 2021 — progress amidst the COVID-19 crisis?
2021 commemorates the 50th anniversary of the creation of the least developed country (LDC) category by the United Nations. In March 1971, the Committee for Development Policy (CDP) identified the first 25 LDCs, followed by the formal endorsement of the category by the General Assembly in November that year. Currently, there are 46 countries on the list.
In February 2021, the CDP will undertake its triennial review of the list of LDCs to recommend countries for inclusion and graduation. Twenty-four international experts will review the latest available data for 15 indicators for all developing countries. The process also involves analyzing detailed assessments and conducting frank discussions with five countries that could qualify for graduation due to their remarkable development progress in recent years: Bangladesh, Lao PDR, Myanmar, Nepal, and Timor-Leste.
However, the review this year will be different. As the pandemic has plunged the whole world into a health, socio-economic and financial crisis of an unprecedented scale, COVID-19 threatens to have devastating effects on all LDCs and can negatively impact the preparations of the graduating LDCs.
The CDP has carried out a comprehensive study of the impact of the coronavirus crisis on the LDCs as data for the LDC criteria is available only up to 2019. A new set of supplementary graduation indicators for all developing countries, the detailed assessments of the five graduation candidates and country consultations will further enable the CDP to fully incorporate the impact of the pandemic in its review.
Despite facing the long-term impact of the pandemic and the loss of preferential treatment, most of the five graduation candidates continue expressing their unwavering commitment to graduation, recognizing graduation as an important milestone in their development. Their enthusiasm should encourage development and trading partners to engage in active dialogue with these LDCs to provide the support they require to ensure a smooth and sustainable transition in these challenging times. They deserve it.
