Source text - Portuguese Saúdo a iniciativa de reunir em Lisboa um número tão alargado de entusiastas da Cooperação Territorial (cerca de 1000 pessoas nestes dois dias) numa assistência que congrega os actores-chave da Política Regional: promotores de projectos, consultores, autoridades e agentes das administrações centrais, regionais e locais. A este grupo alargado associou-se, para nossa satisfação, o Parlamento Europeu, a Comissão e o Comité das Regiões.
É justo testemunhar, em nome dos Estados-Membros, o mais reconhecido agradecimento pelo apoio e dedicação que as três instituições concederam e sem os quais o INTERREG IV-C não existiria. Agradeço ao Parlamento Europeu por, em sede de negociação das perspectivas financeiras (aquando do Acordo Interinstitucional), ter defendido e reconhecido a importância da Cooperação Territorial Europeia e permitido que este objectivo tenha, na fase final de negociação, saído financeiramente reforçado. O Programa INTERREGIONAL beneficiou deste reforço e nós, paladinos do interregionalismo, agradecemos a confiança que o Parlamento Europeu em nós depositou. Translation - English I applaud the decision to gather in Lisbon so many enthusiasts of Territorial Cooperation (around 1,000 people over two days), bringing together the key players in Regional Policy: project promoters, consultants, authorities and agents from central, regional and local administrations. To this extensive group we are pleased to add the European Parliament, the Commission and the Committee of the Regions.
We must, in the name of the Member-States, extend our warmest thanks for the support and dedication of the three institutions without which INTTERREG IV-C would not exist. I thank the European Parliament for its role in negotiating the financial aspects (via the Inter-Institutional Agreement) and for having supported and recognised the importance of European Territorial Cooperation and allowing this objective to emerge from the final phase of the negotiations on a more solid financial basis. The Interregional Cooperation Programme has benefited from this reinforcement and we, the champions of ‘interregionalism’ are grateful for the confidence which the European Parliament has invested in us. To the European Commission I offer thanks for the swiftness and enthusiasm with which it greeted the Programme. Its dynamism has led to us being here today with the Programme already approved (on 11th September past). I am proud to be able to announce that the Interregional Cooperation Programme was the first Programme aimed at European Territorial Cooperation to be signed by Commissioner Danuta Hübner. Incidentally, we are delighted that further such programmes have been approved over subsequent days. Let me just mention the Atlantic Area Programme and the Azores-Madeira-Canary Islands Programme, in which the Portuguese are proud to be participating. To the Committee of the Regions credit is due for the support it has always given for Regional Policy and in particular, for continually including the national governments and the contribution of partnerships with local and regional authorities in the delivery of regional policy to their citizens.
Finally, I must add a word of appreciation for the Council for Region of Nord-Pas Calais in France for having accepted the challenge of leading this organisation for the next nine months and for having organized the Interregional Cooperation Forum 2007. This governing body is responsible for staging the event in Lisbon and, therefore, we the participants must thank them for all that follows.
Yesterday we looked back over the achievements of Interregional Cooperation for the period 2000-06 (INTERREG III-C). Today, we are launching the new Programme for Interregional Cooperation 2007-2013.

1. A cada um dos Titulares do Cartão será atribuído um número de código (PIN) que será do seu exclusivo conhecimento e que constituirá a sua identificação pessoal, permitindo-lhe o acesso à rede de Terminais de Pagamento Automático (TPA´s), à rede das Caixas Automáticas (ATM) e Terminais de Pagamento Automático (POS) da Visa Internacional em Portugal e no estrangeiro, assim como a qualquer rede a que o Banco venha a aderir, no âmbito do sistema Visa.
2. O(s) Titular(es) obriga(m)-se a não comunicar o PIN e a não entregar o Cartão, nem em qualquer circunstância permitir a sua utilização por terceiro, mesmo seu mandatário, obrigando-se a fazer do referido Cartão, uma utilização rigorosa, exclusiva e directa. Da mesma forma, compromete-se o(s) Titular(es) a não proceder à anotação do PIN, por qualquer forma ou meio que possa ser inteligível, em objecto que guarde juntamente com o Cartão, nomeadamente, no próprio Cartão, em carteira de bolso, folha solta ou agenda, e a verificar a efectiva posse do Cartão .
3. Para adquirir bens ou serviços com o Cartão, o Titular deverá:
a) Apresentar o Cartão devidamente assinado;
b) Conferir e assinar, de acordo com a assinatura existente no Cartão, a factura que lhe é apresentada pelo estabelecimento dotado de Terminais de Pagamento Automático (TPA´s), guardando uma cópia;
c) Comprovar documentalmente a sua identificação quando isso lhe seja solicitado pelo comerciante ou prestador do serviço, no momento da transacção.
4. O Banco assumirá a responsabilidade pela não execução ou execução defeituosa das operações em virtude de quaisquer anomalias de natureza técnica ou operacional verificadas nos TPA e respectivas redes de transmissão de dados, salvo se, por qualquer forma, tais anomalias forem do conhecimento do(s) Titular(es).
5. O Banco poderá, no entanto, sem incorrer em responsabilidade para com o(s) Titular(es) do Cartão, recusar a realização de qualquer operação, por razões que se prendam com a segurança do(s) Titular(es) e/ou do próprio sistema de autorização de pagamentos.
6. O Banco não poderá ser responsabilizado pela não aceitação do Cartão e será alheio a eventuais incidentes entre o comerciante ou prestador de serviços e o(s) Titular(es) do Cartão, bem como às responsabilidades e consequências que tais factos possam originar, nem, tão pouco, terá qualquer responsabilidade sobre a qualidade dos bens e serviços obtidos pela

1. A code number (PIN) shall be attributed to each Cardholder which should be known only to them and which represents their personal identification. This will allow them to access the Automatic Payment Terminals (TPAs), the cash machines (ATMs) and the Automatic Payment Terminals belonging to Visa International in Portugal and abroad, as well as any other system to which the Bank may adhere within the Visa system.
2. The Cardholder(s) are not permitted to divulge their PIN number, hand over their Card to another person, or allow its use by third parties or third party mandates. Any card is strictly for the direct and exclusive use of the Cardholder only. The Cardholder(s) is also obliged not to write the PIN down so that the number becomes in any way legible, whether on the Card itself, on a wallet, loose sheet of paper or diary, and to keep the Card safe at all times.
3. In order to be eligible for goods or services using the Card, the Cardholder(s) shall:
a) present the Card duly signed
b) verify and sign the receipt in accordance with the signature on the Card when it is presented by the establishment in possession of an Automatic Payment Terminal (TPA)
c) provide documentary proof of identity when requested by the trader or service provider at the time of transaction
4. The Bank shall assume responsibility for the failure or faulty operation of a credit card transaction due to any anomaly of a technical or operational nature in the TPA and associated data transmission networks, except where such anomalies were already known to the Company or the Cardholder(s).
5. The bank may, however, refuse to carry out any operation without incurring any responsibility for reasons connected to the security of the Bank, the Cardholder(s), or the payment authorization system.
6. The Bank cannot be held responsible for the non-acceptance of the Card and is will have no part in any incidents involving traders or service providers and Cardholder(s), together with the responsibility and consequences arising from such incidents. Neither does it accept any responsibility for the quality of goods and services obtained by the use of its Card.

Pão de queijo e outros quitutes
Foram eles que inventaram esta deliciosa iguaria que vai ganhando adeptos nos Estados Unidos e em vários países da Europa (podemos encontrá-lo em algumas pastelarias e supermercados portugueses). Difícil é indicar o melhor: o conselho do Guia Quatro Rodas é o Supermercado Verde Mar em Belo Horizonte. Mas esta é apenas uma das estrelas da riquíssima gastronomia mineira que teve diversas influências (muitas portuguesas), com destaque para a soberba doçaria. Ou seja, muitos quitutes – que é como quem diz, acepipes.

Botecos
É a terra deles. BH é a cidade brasileira com mais botecos por habitante. A tradição transformou-se em evento cultural e desde o ano 2000 existe a competição Comida di Buteco que acontece entre os meses de Abril e Maio envolvendo toda a população (no ano passado votaram 131 mil pessoas – saiba mais na nossa secção WWW, na página 93) e diversos bares. Os mais famosos são o Café Palhares, o Bar do Véio, o Kachaça e o Maria de Lourdes Botequim.

A Pampulha
Pampulha, que quer dizer campo de pedra, foi, segundo a lenda, assim baptizada por portugueses no século XIX que quiseram dar o nome de uma área lisboeta a este novo lugar na futura capital de Minas. Os edifícios na margem da lagoa homónima foram projectados por Oscar Niemeyer nos anos 40 e são o verdadeiro cartão postal de Belo Horizonte. A igreja de São Francisco de Assis – não por acaso capa desta edição da UP – tem os azulejos pintados por outro genial artista brasileiro: Cândido Portinari. Este projecto foi encomendado pelo então prefeito Juscelino Kubitschek (que viria a ser o Presidente do Brasil que resolveu construir Brasília, traçada novamente por Niemeyer e que com isto mudou o país e a história da arquitectura contemporânea).

Cheese bread and other tidbits
These are the people who invented the delicacy that is gaining devotees in the USA and various European countries (it can be found in some Portuguese pastry shops and supermarkets). The only problem is finding the best one: the Guia Quatro Rodas recommends the Verde Mar supermarket in Belo Horizonte. But this is only one of the places selling the rich food of Minas, a cuisine heavily influenced by the Portuguese especially in its range of cakes. Tidbits and delicacies, in other words.

Bars
This is the home of the bar. BH has more bars per person than any other Brazilian city.The tradition has become a cultural event and there’s been a Bar Food competition since the year 2000, which takes place in April and May and involves the entire city (last year 131,000 people took part in the voting– find out in our WWW section, on page 93). The most famous bars are Café Palhares, Bar do Véio, Kachaça and Maria de Lourdes Botequim.

A Pampulha
Pampulha means ‘stony ground’ and was chosen, according to legend, by the Portuguese in the 19th century who wanted to name the new capital of Minas Gerais after an area of Lisbon. The buildings on the edge of the lagoon, also called Pampulha, were designed by Oscar Niemeyer in the 1940s and are the recognisable feature of Belo Horizonte. The church of St Francis of Assisi –not on the cover of UP magazine by accident– has tiles painted by another of Brazil’s great artists: Cândido Portinari. This project was commissioned by former Mayor Juscelino Kubitschek, who became President of Brazil and built Brasília. The city, also designed by Niemeyer, changed the entire country and the history of modern architecture.
