AFAIK "Voiceover talent" and "Voice over artist" are used synonymously, although I would imagine you would call yourself an 'artist' if you have a broader spectrum and can imitate/speak in a variety of accents. I do lots of voiceovers - and find it makes for an interesting change of pace when comparing it with the translator's lonely typing tasks. I mean projects in which I can work as a translator (text), the localization of the executable or file, and the posterior edition (audio or video) of the files (voice over).
