Where importers are unable to comply with Import Permit conditions for consignments on the water or consignments held at a regional AQIS office, the importer can apply for a dispensation. Importers and brokers should be aware that dispensations (formerly known as “Releases”) should only be applied for if the importer is able to provide documentary evidence or rationale that the quarantine risks have been addressed in an alternative manner. In this case future consignments must satisfy all Import Permit conditions. To apply for a dispensation, the importer should submit a request in writing to the Biologicals Unit, clearly outlining the reason for dispensation along with all relevant paper work (e.g. government certificates, manufacturers declarations, invoice).
