Being reasonable

meaning that you have to take into account the various factors, sun intensity, exposure, sun screen rating etc... and being reasonable according to all the factors.

the rule of thumb is moderation

It's not literal, but I do believe this captures the meaning of the phrase.

What do others think?

the proper approach is moderation

I feel that 'bonne' here has more the sense of 'right' than 'good' (as in 'la bonne réponse')
