Anyway, these 20% are a charge the company already pays to INSS on its whole payroll, so it has to pay the same on the fees paid to "autônomos" i.e. freelancers. Were it not so, all companies would immediately lay off ALL their employees, and hire them back as "autônomos", thus saving a bundle. Its name in Brazil is "Contribuição Patronal ao INSS".
It has nothing to do with the other part, which is separately paid by the "autônomo" to the same INSS, for his/her retirement.
I saw more inaccuracies there, but I'm assuming you are expected to translate the text, not to correct its contents.
