There are plenty of hits online for kokonaistaloudellinen parallel with terms like "overall economy", "total expenditure". I think the former is completely wrong for this context. The latter is OK. But if I was writing something like this, I would say something like "in terms of net costs and benefits" or "based on net cost benefit principles".
