'Polttimien' could be the pl. gen. of '(öljy)poltin' ((oil) burner), but I strongly believe that there is typo or incorrect language usage here. The correct expression could be 'polttimoiden' (= pl. gen. of 'polttimo' ((small) bulb). I know for sure that changing an oil burner is none of an ordinary tenant's job.
Actually, the usage of Finnish language is inaccurate here. The word 'lamppu' can refer to both 'lighting fixture' and 'bulb'.

just a guess - they need to be replaced occasionally too, not just the tubes.

I'm guessing too - I think that at least in houses with oil heating you might need to replace or repair the oil burner occasionally.

The correct term for "poltin" would be "sytytinyksikkö" or "elektroninen sytytinyksikkö", because "poltin" is quite misleading in this sentece.
