Reliability sensitive customers have been variously defined to include:
• Customers that are economically impacted by outages (industrial and commercial businesses)
• Customers that provide critical public services (hospitals, law enforcement agencies, public utilities etc.)
• Customers that may influence the regulator (opinion makers or politically sensitive customers)
With respect to politically sensitive customers, the original intention and the practice followed in El Salvador was to review the location of politically sensitive customers in order to see if any resided on low performing, low criticality system elements, in order to evaluate how service to that particular location could be improved at least cost. El Salvador noted that precise location of politically sensitive customers was difficult to determine, as such persons disguised their residences or had multiple locations for security purposes.
