From an article about the latest trial of M. Khodorkovsky, this phrase is allegedly uttered by a prosecuting attorney. To whom is he referring (the media?), and what is the nature of the insult here?

Отмечая, что в ходе процесса существенно ограничиваются права СМИ, чье присутствие, по версии защиты, очень не нравится представителям гособвинения, г-н К. привел еще одну цитату г-на Л.: "Публика с маргинальным оттенком, которая вообще никто".

I think "публика" here means just "people". "Fringe types, basically [a bunch of] nobodies". But I don't quite follow who's saying what about whom - if it's the prosecutor talking about the press, or what.

this is the group of marginally shady people

I am more inclined to this definition. I used to be a journalist, and I had encountered some interactions with my colleagues. So, I think we are talking about marginally shady people.
