In these kinds of products (loans in this case), repayments are low to begin with and increase over the term of the loan or - less frequently I assume - vice-versa.
There are also such things as "stepped-rate bonds"...
In both cases, the "step-up/step-down" increments can be either fixed or variable.

tiered interest (rate) product
At least in our banking software it's "tiered interest", but it also seems to be more widely accepted in the rest of the world when googling it in parentheses there are 19,200 hits as opposed to some 650 for "staggered interest". In Verbindung mit "mortgage" sind wir bei 5.100 : 270.
