The EU-jargon expression 'baseline figure' should be translated as 'perustaso' in Finnish, but 'tavoitetaso' apparently is more descriptive.
It's actually "target baseline figures" (which seems like a contradiction in terms...) that's rendered as "tavoitetaso" in the EUR-LEX doc.

käännetty 'tavoitetaso'. Olisikohan tuon 'kulmaluvun' taustalla se, että summa nousee tavoitetasoon saakka ja pysyy sitten tasaisena, jolloin kuvaajaan tulee kulma. Tosin näyttää siltä, että eu-tukiviidakkohakemustelupiireissä tätä 'kulmalukua' käytetään myös merkityksessä 'jako-osuus'.
