I googled and lingueed to noavail. I am however quite sure of the answer based on my knowledge on the storage of hydrocarbons. Retentions are used to prevent spilled hydrocarbons from contaminating the environment. A spill can eventually cause fire

Discussion
The pumping unit is found in some sort of enclosure (retention). That's the normal way of storing hudrocarbons. A hydrocarbon tank is supposed to be be placed in such a retention so as to contain any spills or leakages. The same is true for transporting and storing drums or gallons containing hydrocarbons. The are to be placed on a mobile retention during transport.
Fire may eventually breakout in the retention in case of leakage. We will then talk of fire in the retention or retention fire.
