interior non CDM

as in my previous question, the situation concerns a decommissioning project of large newspaper printers; a manager employed by the printers came to check on the progress of decommissining and in his reports he states (in separate reports)
Interior Non CDM: still tidy, canteen kept clean
Interior Non CDM: welfare standards are acceptable
A different manger (from the contractor's side) explained in a separate statement that he was a CDM (Construction and Design Management) coordinator.

I'm not sure how to interpret this as the manager seemed to be happy with what he saw. Did he mean: parts of the site not being a construction site?

Context Only your customer, or possibly the wider context, will be able to explain this fully.

My hunch would be that these areas are referred to as 'non-CDM' because they have not yet been taken under the control of the CDM — and so presumbly no work has started there yet.
