labor(US)/employment(UK) integration/development officer

I think the context refers to a 'funcionario' or civil servant's job in local government. As the source itself suggests the "promotor de empleo" is just another name for the "agente de integración laboral". Of course you don't want to repeat the same thing twice, so I suggest something like:

"....functions carried out by the labor/employment integration and development officer......"

I would definitely use "officer" as this emphasises that the role is that of a civil servant and not a private sector job.
