Head hunter
Headhunter, an informal name for an employment recruiter, sometimes referred to as executive search.
Or a job recruiter as you have said in your post.

: I don't think this fits the context of workplace integration of disabled employees; the position described works for public authorities and approaches the HR depts. of private companies.// But would you apply the term to a civil servant?

A head hunter is looking for people that fit an exact need, and some are even specialized for those with disabilities.

labor(US)/employment(UK) integration/development officer
I think the context refers to a 'funcionario' or civil servant's job in local government. As the source itself suggests the "promotor de empleo" is just another name for the "agente de integración laboral". Of course you don't want to repeat the same thing twice, so I suggest something like:
"....functions carried out by the labor/employment integration and development officer......"
I would definitely use "officer" as this emphasises that the role is that of a civil servant and not a private sector job.

Another possibility is "a labor integration or ****placement officer****"

If you are dealing with the disabled, this term exclusively refers to those who promote the employment of persons with disabilities. Is this what is being referred to?
