Arabic to English Bus/Financial Petroleum Eng/Sci

I'm having trouble pinpointing this. It is a decision to form a team to decide what to do with some crude oil.
رفع is included in two critical sentences in the decision:
تقرير اللجنة المشكلة بخصوص موضوع الرفع بالزيادة جراء نقل خام .... وتصديره عن طريق ميناء...ـ
and
دراسة الموضوع وتحديد الكمية المرفوعة بالزيادة بدقة وحصة كل طرف منها

Are we talking about "submitting reports on the excess crude oil"
or
"removing the excess crude oil"
or something else?
