¿Existe en inglés EUA algo similar, "frase hecha", que exprese el sentido de la que expongo y repito abajo?

I believe you could probably just go with "Issued without prejudice" as this conveys the idea anyway.
I think the word extremo here refers to "claim" or maybe even "premise."
