I interpret it as him working directly with the groups he describes. It's a possiblity - more context (as always!!) would help!!

unfortunately, it is a very short bio. there is nothing else relevant. the sentences before and after talk about other jobs, hence my doubts.

I see this as a sort of fly-on-the-wall situation. I would either go with the more literal style, or using the term "bystander", which conveys the experience of the situation, as well as the position of the photographer amongst these people.
