El artista varía la paleta en un revoltijo de colores primarios y lilas, celestes, grises, blancos. Hay un delicado efecto de picado cinematográfico, así como un movimiento ligeramente arremolinado hacia el centro invisible del cuadro, en el que, además del niño, se debaten los membra disjecta de personajes diversos: un oso, una cabeza de pato, un lobo con un ojo carmesí, cubos mágicos, hasta una pata de elefante.
I couldn't ind any references to an effect of this sort on the internet.

Might be a question of what to leave in or out of this, but I believe the "picado" refers to "plano picado" - the "high-angle shot":
En fotografía y cine, el plano picado es una angulación oblicua de la cámara, la cual se coloca mirando hacia abajo la escena, en un ángulo aproximado de 45º o más bajo la horizontal, hasta menos de 90º que sería un ángulo cenital.
