in the website below translates it as a 'winching handle'. Since the handle does not do the winching, then this must mean that it is strong enough to be pulled up forcefully, or hoisted, by this handle.
I myself, would simply say 'reinforced handle' but some translators like to go for the literal inclusion so I put what it seems like to me.

haul loop

In climbing terminology this is called a haul loop. It's a loop of webbing strong enough for you to haul the backpack up to where you've climbed so you don't have to climb with the pack on your back.

If it's a heavy pack you'd use a pulley system to produce enough force to haul the pack, hence verricellabile.
