I want to talk very quickly about who is living in rent stabilized housing. The differences aren’t huge but despite the fact that we are not testing tenants incomes, we actually see that the population of rent stabilized housing is ***serving***, does tend to be slightly more vulnerable and more in need of assistance than the general population. Residents tend to be older, more likely to have born out of the United States, that tend to be lower income, they’re more likely to live alone, they’re slightly less educated, and they’ve slightly lower employment rates.
They’re also more likely to be single adults than families and average household size is a bit smaller. Despite the additional benefits of being in rent stabilized housing, we see that they’re still likely to be more rent burdened than the general population.

I think it might clarify things for you if we assume that there's a typo in another part of the sentence. The only possible way this sentence can make sense as a full sentence is if we assume that "of" should be "that":
"we actually see that the population THAT rent stabilized housing is ***serving***"
If my assumption is correct, then the meaning is straightforwardly "servir": Vemos que en realidad la población a la que sirve el sistema de estabilización de alquiler ...
Or if you don't like "servir" for any reason, I think "beneficiar" would also work.

I figured that one little change would make everything easier, Montse! And of course, I knew there would be a more elegant way to say it than what I offered...
"we actually see that the population THAT rent stabilized housing is ***serving***"
If my assumption is correct, then the meaning is straightforwardly "servir": Vemos que en realidad la población a la que sirve el sistema de estabilización de alquiler ...
Or if you don't like "servir" for any reason, I think "beneficiar" would also work.

Concuerdo con la lectura de Linda en tanto que el original puede leerse como

O bien interpretar ese is serving como un inicio truncado de una frase que modifica el hablante sobre la marcha. En todo caso, el original dice que la población que tiene / se beneficia de la modalidad de alquileres estables es más vulnerable que la población general.
En cuanto a cómo refrasear en castellano, por ejemplo;
Las diferencias no son muy grandes y aunque no analizamos los ingresos de los inquilinos sí vemos que quienes se benefician de [alquileres estables] tienden a ser más vulnerables y a necesitar más ayudas que la población general.
