The Secretariat shall receive an audit conducted by Auditors within three (3) months after each business year has passed, implement the account settlement procedure, and report the details of account settlement to the Council.

Settlement of accounts:
- Preparation of an income and expenditure statement
- Preparation of a balance sheet
- Description of loans and benefits, and the balance statements of cash and deposits
- Description of office costs paid
