This is from a mortgage loan agreement and appears in the part outlining the Borrower's obligations, specifically the obligation to provide evidence that the registered mortgage is **prima in grado**.
The whole sentence in Italian is:
"La Parte Mutuaria si obbliga a fornire la prova che l’ipoteca iscritta a garanzia del mutuo risulti prima in grado e senza concorrenti"
Is it perhaps referring to the fact of it being a first mortgage (i.e. the original loan taken out on the property)?
