If I had all the time in the world... Dafna, I am actually under a bit of pressure of work following two days of Shavuot in chutz la'aretz and don't have time to do an Internet search for you on this term at this time. All I can say is that impurity or contamination are usually conveyed in Hebrew by words with the shoresh (root) זהם and that words with the shoresh נקה almost always convey clean, cleaning, cleanliness. I will not be offended if you do your own Internet search and find something better.

lack of cleanliness Addressing myself exclusively to the term in the question and not the rest of the typing, any of a number of translations will do, e.g. unsanitary state, unhygienic state, lack of cleanliness, lack of hygiene. Lack of cleanliness is the most literal of these. So there is a lack of cleanliness in the manufacturing process...
