They are almost certainly talking about the FOMC dot plot, which illustrates the opinions of the FOMC members on when rates will rise and by how much. Expectations of larger rate hikes or in the near future are referred to as "hawkish", whereas expectations of lower rate increases farther off in the future are referred to as "dovish". As if raising interest rates were a form of warfare (well, who knows? :-)
