I'm not clear about the meaning of ''allowed'' in this context. Who, or what, does the allowing?

Any help would greatly appreciated.

All the number codes refer to applications to the court for orders made, rather than refused.
agree Paul O'Brien : I'm not unsympathetic to Daryo's view, but I cannot really find anything worthwhile about validity being upheld or petitions being admitted. The questioner wanted to know what "allowed" meant. So whether it's upheld" or "admitted" it's approved.
