Ekor means tail. But I think hds has to be heads.

The last one I found was this document from New Zealand which states that its state code for 'heads' is HDS and is defined as "means the state in which the body and all internal organs of a fish, except the head, have been removed"

I'm not sure if this will help or hinder things! This first link looks to have a document from the Indonesian Ministry of Marine Affairs and Fisheries which has an English and an Indonesian version of a health certificate for fish and fish products. The English version has 'hds/pce/kgm/grm/ltr/mlt where the Indonesian version has 'ekor/pce/kgm/grm/ltr/mlt'. Does 'ekor' mean 'tail'?

I found this CITES document which lists example quotas where it states "Barbour’s seahorse 8 000 hds quota live" (on page 32 of 146). However, I don't think it would be very easy to count 8000 seahorse heads.
