في ظل ظروف قاسية مات الاسكندر الأكبر وترك قواده الذين تقاسموا تركته فيما بينهم وألت مصر إلى الوالي بطليموس والذي سرعان ما أعلن نفسه ملكا على مصر لتشهد مصر أرض الكنانة حقبة تاريخية جديدة سيطر فيها الملوك الجدد عليها ولا يخفى مدى حرص الملوك البطالمة على إحكام سيطرتهم على مستقرهم الجديد ذلك الحرص الذي تشي به تصرفاتهم التي سطرها المعاصرون لهم من المؤرخين
وإذا كان البطالمة قد ساروا على نهج الاسكندر الأكبر خاصة في مراحل إرساء الحكم الأولى إلا أنهم لم يستطيعوا تبنى سياسته على المدى البعيد ولعل مرجع ذلك هو اختلاف ظروف حكمهم الأمر الذي بات معه ضروريا أن يتبنوا أن منهجا جديدا خاصا بهم يتلاءم مع مصالحهم وأهدافهم العليا.
ولإحكام سيطرتهم على البلاد لم يكن يحكم البلاد فقط الملك بل كان هناك أعوانه الذين يساعدوه في إحكام قبضته على البلاد وقد كان خادم الملك منوط بحماية خاصة من الملك وكان له العديد من الامتيازات والحصانات ,وقد ظهرت هذه الامتيازات بشكل واضح كما وضح المؤرخون في طبقة الأجانب الذين توافدوا إلى مصر خلال القرن الثالث قبل الميلاد .
ومهما اختلف المؤرخون في تقدير مركز الأجانب بالنسبة للمصريين فلا شك في أن أولئك الأجانب الذين وفدوا على مصر في خلال القرن الثالث قبل الميلاد كانوا يكونون طبقة منفصلة من سكان البلاد تفصلهم فوارق شاسعة من أهليها، ومع ذلك فإنهم كانوا قانونًا من وجهة نظر الملك والحكومة رعايا الملك مثل المصريين، إذ أن أولئك الذين لم يكونوا زائرين ولا مستوطنين مؤقتين بل كانوا نزلاء مستديمين في البلاد كانت تفرض عليهم الضرائب، شأنهم شأن المصريين، ولم يعفوا من أعباء احتكارات الحكومة، وكانوا يتحملون نصيبهم من الأعباء المالية غير العادية المفروضة على الشعب، وكان ينتظر منهم أداء أي عمل تفرضه الحكومة عليهم. بيد أنهم كانوا يتمتعون بعدد من الامتيازات. التي منحهم الملك إياها وميزت بينهم وبين المصريين تمييزًا دقيقًا.
ويجب أن نذكر أن الجانب الأكبر من الأجانب كان في خدمة الملك بطريقة من الطرق، فإن أكبر فئة من الأجانب كانت فئة المشتغلين بالجندية في جيوش البطالمة، وكان أفراد هذه الفئة يحيون حياتهم الممتازة الخاصة التي كانت تنظمها التقاليد العتيدة وكذلك القواعد التي وضعها الملك لضباطه وجنوده. ومما يجدر بالملاحظة أن هذا الجيش كان جيش الملك ولم يكن جيش مصر، فلم يكن عليه أية تبعات نحو مصر بل كانت كل تبعاته نحو الملك. وقد كان الجانب الأخر من الأجانب المدنيين، الذين تحدثنا الوثائق عنهم، ينتمون إلى حاشية الملك ، وكان لكل منهم بدوره حاشيته، وكان لأفراد هذه الحاشيات حاشياتهم أيضًا. ومثل ذلك أن أبولونيوس كان أحد رجال حاشية بطلميوس الثاني، وأنه كانت لأبولونيوس حاشيته، وإن أحد أفرادها كان زينون الذي أصبح مدير أشغال ضيعته ، وإنه كانت لزينون بدوره حاشيته كذلك. وإذا استثنينا المدن الإغريقية، فإنه يتعذر أن نجد في الأقاليم إغريقاً لم ينتموا إلى حاشية أو أخرى، ومن ثم كانوا يستظلون بحماية الذين يستخدمونهم. أما أولئك الذين لم ينتموا إلى دوائر هذه الحاشية فإنه كان يربطهم بها الدور الذي يقومون به في الحياة الاقتصادية.
ويضاف إلى ذلك أن مركز هؤلاء الأجانب الاجتماعي والسياسي والاقتصادي كان مختلفًا عن مركز المصريين، وأكثر منه امتيازًا، فإن طوال الجانب الأكبر من عهد البطالمة كان كل كبار الموظفين المدنيين من الأجانب، مثل ما كان جل ضباط الجيش وأكثر رجاله. وقد كان الأجانب أو على الأقل جانب منهم يعفون فيما يظن من أعمال السخره المفروضة على الغالبية العظمى من المصريين. وكانت بعض فئات الأجانب تتمتع بامتيازات خاصة فيما يتعلق بالضرائب. ولم يتمتع مواطنو الإسكندرية وسكانها الأجانب بمركز سياسي ممتاز فحسب، بل كانت أمامهم فرص عظيمة لإنماء ثروتهم. ففي الزراعة كانت لدى الأجانب أفضل الفرص ليصبحوا أرباب أراضي ويفوزوا بدخل وفير من ذلك، فقد عرفنا كيف كان البطالمة يمنحون الضياع الواسعة للمقربين لديهم من الأجانب، وكيف كانوا يمنحون الاقطاعات الكبيرة للضباط والجنود الأجانب ويسمحون لهم بغرس الكروم والفاكهة، مما كان يكسبهم امتلاك ما يزرع من الأرضي على هذا النحو امتلاكًا خاصًا. وعلى كل حال فقد أصبحت ملكية الاقطاعات العسكرية وراثية، ومن المحتمل أيضًا تلك المساكن التي كانت تمنح للجنود. وفي الصناعة لم يكن العمال عادة من الأجانب، وإنما كان منهم الملتزمون.
وقد كان منهم أيضًا مديرو أغلب المصارف الملكية والمصارف الخاصة. وجملة القول أن الأجانب قد كانوا قانونًا رعايا الملك مثل المصريين، إلا أنهم كانوا في الواقع شركاءه ومساعديه الذين ساهموا معه في حكم المصريين وفي استغلالهم وفي الاستمتاع بخيرات بلادهم. إن النظام الذي وضعه البطالمة الأوائل لحكم مصر يذكرنا إلى حد من هذه الناحية بالنظام الذي وضعته الدول الأوربية في العصور الحديثة لحكم مستعمراتها، وخاصة في بداية حركة الاستعمار الأوروبي. فإن علاقات الأوربيين بالنسبة للأهالي الوطنيين كانت علاقات سيطرة أكثر منها مشاركة، وكان غرض المستعمرين قبل كل شيء استغلال الإقليم المستعمر لفائدتهم المادية الخاصة. وكذلك أيضاً كانت حال البطالمة الأوائل والأجانب الذين جمعوهم حولهم، فقد عرفنا كيف أوغل البطالمة الأوائل في جمع الثروة وتكديسها حتى أصبحوا يعتبرون أغنى ملوك عصرهم. ولا ريب في أن الكثير من الأجانب شاركوا البطالمة ثراءهم. ولم ينعم بهذا الثراء رجال يشغلون مناصب رفيعة فحسب، مثل أبولونيوس وغيره ممن منحوا ضياعًا واسعة وكانوا سواعد الملك في الإدارة المدنية والجيش، بل كذلك أشخاص يشغلون مناصب متواضعة، مثل زينون وغيره من رجال أبولونيوس.
ويعتبر زينون مثلاً لأثرياء هذا الوقت، فقد كان أول الأمر أحد أفراد حاشية ذات شأن، ثم اشتغل بالزراعة وبتربية الأغنام والالتزام وإقراض النقود، وصادف نجاحًا كبيرًا في كل ما زاوله من الأعمال.
لكن يجب أن درك أن التمتع بثقة الملك كان دعامة ما يتمتع به الأجانب من السلطات والسيطرة، ذلك أنه مهما كان لهم من النفوذ الواسع في شئون البلاد، فإنهم كانوا يعتمدون اعتمادًا كليًا على الملك مصدر كافة السلطات ومنبع كل الخير والشر على السواء. لقد كانت عليهم تبعات كبيرة مادية وشخصية، فإذا لم ينهضوا بها على خير وجه لو إذا أثاروا شكوك سيدهم أو غضبه، فإن إنصاف آلهة اليوم كانوا يفقدون بين عشية وضحاها مركزهم ونفوذهم وضياعهم، ويلقون في غياهب السجن أو يعدمون ويستولى الملك على كل ما ملكت يداهم. ولدينا أمثلة كثيرة لذلك في الوثائق القليلة التي لدينا، وحسبنا ما جرى لأبولونيوس وزير مالية فيلادلفوس في بداية عهد يروجتيس الأول. وترينا وثائق زينون أن الموظفين متوسطي الحال كانوا أيضًا عرضة للمصير نفسه، فإنهم كانوا جميعًا عمال الملك وإذا حامت حولهم شبهة عدم النزاهة أو الإهمال. فإن الملك كان لا يتردد في تعويض نفسه بمصادرة أملاكهم.
وقد كان نزلاء البلاد الإغريق يعتزون بجنسيتهم وحضارتهم والمركز الممتاز الذي اختصهم به البطالمة في البلاد، وليس أدل على ذلك من أنه كان لا يقبل في خدمة الحكومة إلا الذين اصطبغوا بصبغة إغريقية؛ ومن المظلمة التي رفعها إغريقي إلى بطلميوس الرابع لأن سيدة مصرية اعتدت عليه، فقد طالب في مظلمته بأنه يجب ألا يسمح بأن يعامل المصريون أمثاله الإغريق على هذا النحو! أن هذه العبارة الموجزة لتنطوي على حقيقة الشعور الذي كان يكنه الإغريق أو على الأقل فئة منهم نحو المصريين، وهو شعور ازدراء عميق. ونلمس هذا الشعور في وثيقة من عهد بطلمىوس الثالث، تحوي شكوى كاهن مصري كبير المقام من إغريقي أرغم على إسكانه في بيته، فهذا الكاهن يقول في شكواه من هذا الضيف الثقيل الإغريقي أنه "يحتقرني لأنني مصري". ويبدو أن الإغريق كانوا يسيئون معاملة كل من لم يكونوا إغريقًا أو مصطبغين بصبغة إغريقية من سكان مصر، إذ نجد رجلاً في خدمة زينون بفيلادلفيا يشكو من سوء المعاملة لأنه ليس إغريقيًا وليس في وسعه أن يتحدث الإغريقية.
وهناك أيضا بردية من القرن الثالث قبل الميلاد توضح الحصانة الملكية التي حاز بها المبعوثين الملكيين هم وذويهم ووضح لنا المؤرخون أن هؤلاء المبعوثون معظمهم من العناصر الأجنبية.

وولن يختلف الامر كثيرا فى عهد الرومان فقد أوضح لنا ريتشارد ألستون أن الجنود الرومان قد حظوا بامتيازات كبيرة حتى أن النصوص الأدبية قد وصفوا الجندي بالفتوة وكان يعتبر شكل من أشكال الانتحار أذا ما فكر أحدهم أن يأخذ ثأره من جندي .
ختاما يتضح مما سبق أن الامتيازات والحصانة كانا لهما دور هام في فعاليات أحداث التاريخ المصري في ظل حكم البطالمة والرومان وقد تكون الامتيازات والحصانات عنوان لفساد ادارى ذو بعد اجتماعي أو يكون له دور سياسي حيث الرغبة الدائمة في الحصول على أكبر قدر من الامتيازات والحصانات من قبل الملوك والحظو بالنفوذ السياسي .
الدراسات السابقة:
تناول العديد من الباحثين و الدارسين موضوع " الامتيازات والحصانة " على نطاق واسع ومن وجهات نظر مختلفة . فقد قدم د.أحمد حافظ غانم بحث حول " الحصانة الملكية أحد أشكال العلاقة بين الفرد والدولة في مصر البطلمية " يدور موضوع البحث حول مناقشة جانب من العلاقة السياسية التي ربطت بين الفرد والدولة في مصر في العصر البطلمي وهو ما تمثل في الحصانة القانونية التي كان الملوك البطالمة يقومون بمنحها للبعض من رعاياهم من المحكومين ، لاسيما المكلفين منهم من قبل الملوك بمهام خاصة والمنخرطين في خدمة العرش البطلمي ، والبحث معتمد في الأساس علي احدي الوثائق البردية المنشورة والتي تعود إلى منتصف القرن الثالث ق.م ، وحملت في مضمونها ما يدعم فكرة البحث . ويعتبر البحث ان الحصانة القانونية ما هي إلا وسيلة جديدة اتبعها الملوك البطالمة بهدف ضمان ولاء المحكومين ممن وظفوهم لخدمة مصالح العرش البطلمي من خلال ترجمة وتحليل الوثيقة أمكن رصد أوضاع حالات بعينها ممن تمتعوا بهذا النوع من ” الحصانة القانونية ” التي أطلق عليها الباحث مجازا اسم ” الحصانة الملكية المؤقتة ” وذلك لارتباط المنتفعين بها بوجودهم فقط في وظائفهم أو مهامهم المكلفين بها.
وعلى الرغم من أهمية الدراسة إلا إنها لم تشمل بشكل متكامل أشكال الحصانة وأنواعها ومدى تأثيرها على جوانب الحياة المختلفة في ذلك العصر وقد اعتمدت في الأساس على ترجمة وثيقة بردية واحدة فقط .فضلا عن أنها ركزت فقط على الفترة البطلمية دون الإشارة إلى العصر الروماني
وفي دراسة أخرى لميرفت جابر أحمد بعنوان "ظاهرة الأبناء غير الشرعيين في مصر في العصر الروماني من خلال أوراق البردي" وتناولت هذه الدراسة أسباب ظاهرة الأبناء غير الشرعيين في مصر، فلقد ارتبطت تلك الظاهرة ببعض القيود التي وضعها الرومان على بعض الزيجات مثل زواج الجنود أثناء الخدمة،.
لقد كان الزواج محرماً على الجنود أثناء الخدمة العسكرية حتى سنة 198م، ويتجلى تحريم الزواج أثناء الخدمة العسكرية بوضوح في خطاب هادريان الذي أرسله إلى والي مصر سنة 119م والذي يشير فيه إلى حرمان أبناء الجنود من ميراث آبائهم، ويرى أن هذا الحرمان لم يكن فيه أي نوع من القسوة لأن الجنود خالفوا النظام العسكري، وقاموا بعقد زيجات أثناء الخدمة، لقد بين لنا هذا الخطاب أن القيد القانوني لم يمنع بعض الجنود العاملين في الخدمة من الاستمرار في علاقاتهم الزوجية السابقة لفترة التجنيد، كما لم يمنع كذلك البعض الآخر من إقامة علاقات ضد القانون. وقد أسفرت تلك العلاقات بالطبع عن ميلاد الكثير من الأطفال غير الشرعيين.
بعد قيام الجنود بقضاء الخدمة العسكرية بشرف، فإن الجنود المسرحين كانوا يمنحون دبلومه تكون شاهداً على تسريحهم المشرف، وبمقتضاها يحصل الجنود الرومانيون وغير الرومانيين على بعض الامتيازات مثل حق الزواج بالنسوة اللائي عاشروهن أثناء فترة التجنيد، والاعتراف بشرعية أبنائهم الذين أنجبوهم أثناء تلك الفترة، وما يترتب على تلك الشرعية من حقوق المواطنة وما غير ذلك.
وبرغم أهمية هذه الدراسة إلا أنها تعرضت للموضوع عرضا وليس بصفه مباشره كما أنها لم لا لم تشمل إلا بعض الامتيازات التي حصل عليها الجنود دون التطرق إلى باقي الامتيازات التي حصلوا عليها ، وقد اقتصرت الدراسة على فترة حكم الرومان ولم تذكر فترة الحكم البطلمي في مصر.
.
وتناول ياسر عبد التواب نور الهادي دراسة عن الدور الدينى والاقتصادى للمعابد تحت الحكم البطلمى عنونها بـ " The Religious and the Economical Attitude of theTtemples under the Ptolemic Reign”، حيث ُيستعرض في الجزء الأول من الرسالة ” الوضع الديني للمعابد ” وفيه يتم استعراض وضع المعابد تحت الحكم البطلمي وكيف أن البطالمة قد حرصوا على إظهار الاحترام الكامل للديانة المصرية والاهتمام بالمنشآت الدينية سواء بإصلاح ما تهدم منها أو بتشييد معابد جديدة من أجل الإلهة المصرية أو بإرجاع تماثيل الآلهة التي ُسرقت خلال الحكم الفارسي وغير ذلك من مظاهر الاحترام والتبجيل . كذلك تناول هذا الجزء موقف البطالمة من الكهنة و رجال الدين المصريين واختلاف سياستهم من سياسة القوة لكسر شوكة الكهنة وإضعاف سلطانهم إلى سياسة الود واللين والامتيازات التي منحوها للكهنة لكسب ود الشعب المصري .
ورغم أهمية هذه الدراسة إلا أنها لم تشتمل إلا على الحصانات والامتيازات المقدمة من الملوك للكهنة ورجال الدين فقط ولم تشتمل على فترة الحكم الروماني بل اقتصرت على حكام البطالمة فقط.
وفى دراسة أخرى هامة لمحمد رأفت عباس بعنوان "تقلد العسكريين المناصب الإدارية في الدولة من خلال نصوص وألقاب الرعامسة (1308-1078) "تناولت هذه الدراسة القادة العسكريين فى قترة حكم الرعامسة وأوضحت لنا مدى أهمية العسكريين فى البلاد والامتيازات التي حصلوا عليها وتدرجهم أعلى المناصب الإدارية للدولة من خلال منصب الوزير خلال بداية عصر الرعامسة, مناصب حاكم النوبة وأهميته واختصاصاته ثم تناولت الدراسة تقلد العسكريين المناصب الإدارية في المؤسسات الدينية (المعابد) من خلال منصب الكاهن الأعلى خلال عصر الرعامسة واختصاصاته , ومناصب الإشراف على إدارة أملاك المعابد و دور العسكريين داخل هذه الوظائف.
ثم تناولت الدراسة تقلد العسكريين مناصب إدارات الوثائق الملكية و الخزانة و الممتلكات الملكية و الأشغال من خلال منصب الكاتب الملكي وأهميته و اختصاصاته, و مناصب إدارة الممتلكات الملكية و الإشراف عليها ثم إدارة العسكريين لأراضى خاتو الملكية خلال عصر الرعامسة ثم تقلد العسكريين منصب المبعوثين الملكيين من خلال منصب المبعوث الملكي. وبرغم أهمية هذه الدراسة إلا أنها اشتملت كما يشير عنوانها فقط على الامتيازات المقدمة من الفرعون إلى القادة العسكريين والجنود في الفترة الفرعونية وهى بذلك تخرج بنطاقها عن العصر اليوناني الروماني
وتناول David J. Bederman في دراسة هامة بعنوان “International Law in Antiquity” وهى دراسة فى أصول القانون الدولي حيث يجمع الباحث بين تقنيات التاريخ الفكري والتأريخ لدراسة تطورات قانون الأمم واشتملت هذه الدراسة على تحليل مفصل للعلاقات الدبلوماسية الشرق الأدنى (2800-700 ق. م)، ودول المدن اليونانية (500 -338 قبل الميلاد) وروما (358-168ق.م ) وتطرقت الدراسة للامتيازات والحصانات التي حصل عليها الدبلوماسيين والسفراء واعتبارهم ملائكة ورسل للملوك وقد وصلت في بعض الأحيان إلى تأليههم والمعاهدات التي كانت تقام بواسطة السفراء أو الحروب بين الدول التي قد يصنعوها لعدم أمانتهم لذا أعطت الأمم اهتماما واسعا بالسفراء الذين ينبون عنهم ومنحتهم حصانات وامتيازات دون غيرهم .ولكن برغم التحليل المفصل للامتيازات والحصانة الدبلوماسية الممنوحة إلا أن هذه الدراسة لم تشتمل على أشكال أخرى للحصانات واقتصرت فقط على الحصانة الدبلوماسية بصفة عامة دون التطرق لأمثلة لتلك الامتيازات والحصانات فى مصر تحت الحكم اليوناني الروماني.
وفى دراسة أخر لRichard Alston بعنوان “Soldier and Socity in Roman Eegypt” تناولت هذه الدراسة بشكل واسع المهنة العسكرية في مصر تحت الحكم الروماني وتناولت الجوانب الاقتصادية والثقافية والاجتماعية والقانونية للمهنة العسكرية، وإلقاء الضوء على حياة ودور الجندي الفردية في الجيش أيضا وأوضحت الامتيازات التي حصل عليها الجنود من قبل الولاة هم وذويهم .ورغم أن هذه الدراسة أعطت صورة شبه كاملة عن الجنود ومكانتهم في المجتمع والحصانات التي حصلوا عليها إلا أن هذه الدراسة لم تشتمل إلا على فترة الحكم الروماني فقط واقتصرت على امتيازات الجنود فقط.
أهداف الدراسة :
• يهدف الباحث بداية إلى تجميع كل المادة العلمية المتاحة حول الموضوع في دراسة علمية شاملة .
• تهدف الدراسة إلى إلقاء الضوء على سياسة جديدة اتبعها اليونانيين والرومان في مصر وهى الامتيازات والحصانات والتي كانت تمنح من قبل الملوك والأباطرة لخدمة مصالحهم العليا والتعرف على أهميتها وتأثيرها على الحياة السياسية والدينية والاجتماعية في ذلك العصر.
• رصد الأشكال المختلفة من الحصانات والامتيازات المقدمة والتي تنوعت في أهدافها وتأثيرها السياسي والاجتماعي والديني والاقتصادي .
• محاولة إثبات ما اذا كان هناك علاقة بين الحصانة وحالة البلاد السياسية ؟وهل كثرت هذه الحصانات والامتيازات في فترات الضعف السياسي وفترات الانهيار أم أنها وجدت في كل الفترات.
• وفي هذا الصدد يتمنى الباحث أن تكون هذه الدراسة بمثابة لبنة جديدة تتناول ما افتقدت إليه الدراسات السابقة حول هذا الموضوع الهام .
أهمية الدراسة:
• تكمن أهمية الدراسة في كونها ستقوم برصد الحصانات والامتيازات المقدمة من الملوك فى العصرين اليوناني والروماني بأشكالها المتنوعة ومدى تأثيرها على جوانب الحياة المختلفة .
• توضيح الفئات التي كانت منوط بهم الحصانة والامتيازات ومدى تأثيرهم على الملوك وكيان الدولة .
• إيضاح الفروق بين الامتيازات والحصانات المقدمة في العصرين البطلمي والروماني ورصد أوجه الشبه والاختلاف.
مشكلات الدراسة :
• ندرة المراجع التي تتناول الموضوع بشكل متكامل ومدى تأثيره على الجوانب الاقتصادية والسياسية والدينية والاجتماعية ,حيث لم يخصص الباحثين إلا جهدا ضئيلا في هذا الصدد مما يستلزم جهدا كبيرا من الباحث لتجميع المادة العلمية الضرورية للدراسة..
• تتوافر معظم الوثائق المتعلقة بالموضوع باللغة اليونانية أو اللاتينية الأمر الذي يتطلب من الباحث دراسة هذه اللغات للوصول إلى فهم أعمق عن موضوع الدراسة .
تقسيم الدراسة:
مقدمة
• يمهد الباحث لموضوع الدراسة بتعريف تاريخي للفترة التي سوف يقوم الباحث بتناولها وسيقوم الباحث باستعراض كافة الدراسات السابقة التي تحدثت عن الموضوع ثم يتناول الباحث بالتحليل نتائج الدراسات السابقة لتحديد مدى تناولها للموضوع وما افتقدت إليه وبالتالي يمكن تحديد الهدف من البحث.
الفصل الأول
• الوثائق والبرديات التي تناولت موضوع الامتيازات والحصانة
• تحليل لبعض البرديات الواردة

Translation - English Introduction:

The nobleman was entrusted to keep special protection of the king, and he had many privileges and immunities, and these privileges has appeared clearly as explained by historians in a layer of foreigners who flocked to Egypt during the third century BC.
And no matter how historians estimate the status of foreigners for the Egyptians there is no doubt that those foreigners who came to Egypt during the third century BC, they are a separate layer of the country's population separated by vast differences of its own people , however, they were legally from the viewpoint of the king and the government nationals King as well as the Egyptians, as those who were not visitors or temporary settlers, but they were permanent guests in the country were taxed, like the Egyptians, and were not forgiven the burdens of monopolies, the government, and they bear their share of the financial burden of extraordinary imposed on the people, and was waiting for them performing any work that the government imposed on them. In spite of the importance of the study , it did not include an integrated forms of immunity and the types and extent of their impact on all aspects of life in that era has been adopted mainly on translation and document Papyrus only one. Well as they focused only on the Ptolemaic Period, without reference to the Roman era.
In another study of Mervat Jaber Ahmed titled "The phenomenon of illegitimate children in Egypt in Roman times through the papyrus" and This study examined the causes of the phenomenon of illegitimate children in Egypt, has been associated with this phenomenon, some of the restrictions set by the Romans some marriages such as marriage soldiers during service ,.

It shows in its first part of the letter “the religious situation of the temples” and presents the situation of the temples under the Ptolemaic rule and how the Ptolemaic assured to show full respect to the Egyptian religion and the interest they show toward the religious institutions either by rebuilding what has been destroyed or by building new temples for the Egyptian gods or by bringing back statues that have been stolen during the Persian rule and many other aspects of showing respect and honoring. It is also considered the policy of the Ptolemaic toward the priests and the Egyptian religious men and shows the differ in their Power policy from breaking the domination of the priests and to weak their rule to the policy of being soft, lean and privileges to the priests to gain the amiability of the Egyptian people.
Although of the importance of this study, it did not include but the privileges and immunity were offered by the kings to the priests and the men of cloth only and did not cover the all Roman’s ruling period but only covered the Ptolemaic ruling period.
In another important study by Mohammad Raafat Abbas under the title of:
“Obtaining the managerial positions by army-men in the state through the texts and titles of Ramesses (1308-1078)” this study covered the army-men commanders during the ruling period of Ramesses and showed us the importance of the army-men in the country and the privileges they acquired and how they climbed to the highest managerial positions through the position of being a minister by the beginning of Ramesses period, the position of Al-Nopa governor and its importance and specialties and then studied how the army-men took over the managerial positions in the religious institutions (temples) through the supreme priest position during the age of Ramesses and its specialties, and through supervising on running the temples assets and the role of the army-men inside these jobs.
After that the study shows how the army-men gained positions in the managements of the royal archive, the vault, the royal assets and maintenance through the royal writer position and its importance and specialties, and the positions of managing the royal belongings and supervising it then the managing of the royal lands of Chatom during the age of Ramesses and then acquiring the royal messengers positions by the army-men through the royal delegate position. Despite the importance of this study but it covered only, what its title said, the offered privileges by the Ferro to the army-men commanders and the troops in the ferrous period which goes out the Romans-Greek age.
David J. Bederman in a very important study under the name of “International Law in Antiquity” which is a study in the origins of the international law where it combines between the techniques of the thinking history and the dating of studying the evolution of nations law and it included the analyses of the far-East diplomatic relationships (2800-700 B.C), the states of the Greek cities (500-338 B.C), and Rome (358-168 B.C)and it mentioned the immunity and privileges the diplomats and ambassadors acquired and they have been considered as angels and messengers for the kings and in some cases it came to worship them and made them gods, the treaties which made by ambassadors and wars between countries they may ignite due to their dishonesty, so the nations gave a wide interest in ambassadors who leave and gave them immunities and privileges among others. But despite the detailed analyses to the diplomatic immunity and privileges but this study did not cover other forms of immunities but only confined on the diplomatic immunity only in general aspect with no covering of examples of these immunities and privileges in Egypt under the Roman-Greek rule.
In another study by Richard Alston under the title of “Soldier and Socity in Roman Egypt” dealt in a vast form the military career in Egypt under the Roman rule and studied the economic, cultural, social, and the legal aspects of the military career, and enlightened the life and role of the soldier in the army too, and clarified the privileges obtained by the soldiers from the governors and alike. Despite that this study has given an almost full picture about the soldiers and their place in the society and the immunities they got but this study did not cover but the period of the Roman rule and confined on the soldiers privileges only.
Purposes of the Study:
• The researcher is aiming initially to gather all the available scientific subjects concerning the study in a full scientific research.
• The study is aiming to highlight the new policy applied by the Greeks and the Romans in Egypt which is the privileges and immunities were given by the kings and emperors to serve their supreme interests and to know its importance and its effects on the political, religious and social life in that era.
• Observing the deferent forms of the offered immunities and privileges which varied in its purposes and its political, religious and social effects.
• Trying to proof if there is a relation between the immunity and the country political situation? And if the immunities and privileges multiplied during the periods of collapse or it were happened at all times.
• In this aim the researcher hopes that this study will be a new brick to deal with what have been missing in the previous studies about this important subject.
The importance of the study:
• The importance of the study is in observing the offered immunities and privileges by the kings in the age of Greeks and the age of the Romans in its different forms and how it affects the different aspects of life.
• Clarifying the groups that were given the immunities and privileges and how far they were affecting the kings and the body of the state.
• Clarifying the differences of the offered immunities and privileges between the age of the Romans and the age of the Ptolemaic and to observe the aspects of similarity and deference.
The problems of the Study:
The rare of references that study the subject in a complete form and how it affects the economic, political, religious and social aspects, because no researcher has given but a small effort concerning this subject, which need a huge effort from the researcher to combine and collect the needed scientific materials for the study.
Most of the documents related to the subject are available in the Greek or the Latin languages, which demands from the researcher to study these languages to reach deeper understanding about the subject of the study.

• The researcher paved to subject of the study with a historical definition to the period the researcher is going to deal with and he will present and shows all the previous studies which dealt with analyzing the results of the previous studies to determine the extent of its dealing with subject and what it is missing, so it is possible to decide the target of the research.
