Source text - Spanish Desde el origen de los tiempos, la especie humana ha vivido aislada y sometida. Pero hay momentos, muy pocos, en los que, de pronto, el cambio es posible. Durante siglos, los seres humanos han vivido atemorizados y obedientes al poder absoluto de unos cuantos hombres. Durante siglos, la ley del más fuerte, “si quieres la paz, prepara la guerra”. Historia ensangrentada, donde la paz es tan sólo una pausa, donde la creatividad humana es simple destello. Siglos y siglos de silencio, de sumisión. Siglos y siglos al cabo de los cuales las asimetrías sociales y la pobreza extrema predominan en una Tierra que también, con influencia de la actividad humana., se deteriora.
Y siglos más recientes con predominio de unos imperios a escala global.
Décadas cercanas en las que, por fin, se “escucha” al pueblo y se acepta que de él emane todo poder… que sigue siendo masculino en su inmensa mayoría, y que sigue basado en la fuerza. Un poder que “cuenta” a los ciudadanos en los comicios electorales, pero después no los toma en cuenta permanentemente, que en esto consiste la democracia.

Pendant des siècles, les êtres humains ont vécu terrifiés et prêts à se soumettre au pouvoir absolu de quelques hommes. Pendant des siècles, la loi du plus fort : “si tu veux la paix, prépare la guerre ». Une histoire ensanglantée, où la paix n’est qu’une trêve, où la créativité humaine n’est qu’une étincelle. Des siècles et des siècles de silence, de soumission. Des siècles et des siècles au cours desquels les asymétries sociales et la pauvreté extrême se sont imposées dans une planète qui elle aussi, sous l’influence de l’activité humaine, se dégrade.
Des siècles récents où des empires s’imposent à échelle globale.

Source text - English 1. The Charter of the UN, which was adopted on behalf of the «Peoples of the United Nations», reaffirms the «faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small»… However, the term “democracy” is not used by any of its provisions. The democratic nature of the government is not the main requirement for a State to become eligible to join the United Nations; nor is the violation of democratic principles –and, first of all, the violation of human rights–a reason for a State to be excluded from the United Nations.
It is only in the preamble of UNESCO’s Constitution that the «democratic principles» are mentioned.
2. It’s undeniable that the East-West confrontation is to be regarded as the explanation of the United Nations conception of democracy. Since there were basic discrepancies about the meaning of democracy («popular» democracy versus «real» democracy), it was only considered as another supplementary argument to be used in the conflicts between them, instead of being the stand-base for national and international peace.
3. At the end of the Second World War, the disagreement over the meaning of democracy had not yet –or at least not immediately– been extended to the other essential feature that makes a human life worth living: the human rights, as evidenced by the fact that the Universal Declaration of Human Rights was endorsed in 1948. And yet, the Universal Declaration of Human Rights only mentions democracy once in Article 29 § 2. This provision allows for limitations to be applied to human rights based mainly, but not solely, on the requirements “of morality, public order and the general welfare in a democratic society”. It is, therefore, with regards to the requirements of democracy that the limitations to human rights should be appraised. Democracy, which is a regime of freedom, thus becomes the tool to evaluate eventual limitations to human rights.
4. While there is a Universal Declaration of Human Rights, further developed by a series of agreements, treaties and declarations, there is nothing equivalent for democracy. Shouldn’t the work that was undertaken in 1948 be completed with a Universal Declaration of Democracy?

Adoptée au nom des « peuples des Nations Unies », la Charte de l’ONU exprime la « foi en les droits fondamentaux de l’Homme, en la dignité et le valeur de la personne humaine, en l’égalité de droits des hommes et des femmes et des nations grands et petites »… Elle n’utilise pourtant dans aucune de ses dispositions le terme de démocratie. Ce n’est pas le caractère démocratique du gouvernement d’un Etat qui est la condition de son admission aux Nations Unies ; de même la violation des principes démocratiques – et d’abord des droits de l’homme - ne devient pas la cause de son exclusion.
C’est seulement dans le préambule de la Constitution de l’UNESCO que les “principes démocratiques” sont mentionnés.
2. C’est incontestablement dans la confrontation Est-Ouest qu’il convient de chercher l’explication du système des Nations Unies sur la démocratie. Divergeant fondamentalement sur la signification de la démocratie (démocratie « populaire » face à démocratie « véritable »), les Etats ne voyaient dans la démocratie qu’une arme supplémentaire dans leurs conflits, et nullement la base même de la paix nationale et de la paix internationale.
3. Au terme de la Seconde Guerre mondiale, le désaccord sur le sens de la démocratie ne s’est pas – en tout cas pas immédiatement – étendu à l’autre volet de l’exigence d’une vie humaine digne d’être vécue : les droits de l’homme, puisqu’une Déclaration Universelle des Droits de l’Homme a pu être adoptée en 1948. Or, la Déclaration Universelle des Droits de l’Homme ne mentionne qu’une seule fois la démocratie dans son article 29 par.2. Cette disposition admet des limitations aux droits de l’homme, justifiées, entre autres, par les exigences « de la morale, de l’ordre public et du bien-être général dans une société démocratique ». C’est donc par rapport aux exigences de la démocratie qu’il convient d’apprécier les limitations aux droits de l’homme. Régime de liberté, la démocratie devient donc la mesure même des limitations possibles aux droits de l’homme.
4. Alors que l’on dispose d’une Déclaration Universelle des Droits de l’Homme, complétée d’ailleurs par une série de pactes, traités et déclarations, il n’existe pas d’équivalent pour la démocratie. L’œuvre entreprise en 1948 ne devrait-elle pas être achevée par une Déclaration Universelle de la Démocratie ?

Source text - English I was of course economically illiterate, though considering the standard pre-Keynesian textbook economics this may have been an advantage. One day I remember working out to my temporary satisfaction an explanation why the capitalist system could not achieve full employment; it was in effect a Keynesian explanation except that there was no investment at all. I realized, however, that it was a little too powerful, since there could never have been any prosperity.
What gave bite and impetus to these reflections on the rottenness of the times was the presence of an alternative possibility. It has become a truism that a scientific theory, however incapable of explaining the facts, will never be displaced except by another theory. It is even more true that a social system, political or economic, however bad its consequences, will be replaced only if there is a vision of a better system. The idea of socialism was easily available. One read about it even in textbooks and newspapers, as well as in that major source of education, the public library. Here we did seem to have a resolution of our difficulties. Surely, a rationally organized, centrally coordinated economic system could avoid the instability of the capitalist economy and the terrible human and material costs of unemployment.
Further, there was such an economy. The Soviet Union was building and expanding, there was no unemployment at a time when the advanced capitalist economies were spiraling downward or at best stagnating. The New York Times was the source of this favorable information, much more to be believed than the Communist party pamphlets passed out on the street. To be sure, the Hearst newspapers were telling us about famine and repression in the Ukraine; but who would believe them? M y family was hardly radical; indeed, they changed from Republicans to New Deal Democrats only under the influence of poverty. But the Hearst newspapers were not respectable; my unwillingness to trust them as against the Times had perfectly respectable middle-class justification.
I have spoken so far as if efficiency were the main value. Indeed, it was true that the apparent sheer irrationality of the workings of capitalism was a basic condemnation. But as I observed, read, and reflected, the capitalist drive for profits seemed to become a major source of evil. Clearly, the individualistic profit drive had something to do with the uncoordinated inefficiency of capitalism. But, more, the drive for profits had other manifestations. The Nye committee, a congressional investigating committee, was engaged in a major investigation of the munitions industry; its influence over governments in creating the fears that improved its sales seemed to be well documented. The economic explanations of imperialism were virtually standard. Charles Beard and other historians had accustomed us all through their books to seeking an economic explanation of all political actions. The Constitution represented a certain set of economic interests, the Civil War a conflict, sometimes called "irrepressible," of different profit-seeking groups. Most serious of all, World War I, a tragic living memory, was clearly caused, at least in great measure, by competition among the capitalist interests of the different powers.
It was in this area of political-economic interactions that Marxist doctrine was most appealing. I was never a Marxist in any literal sense, unlike a great many of my fellow students at the City College, in New York. Irving Kristol has written an evocative article on the intensity of intellectual life among the anti-Stalinist Marxists who foregathered in Alcove One and listed the many eminent social scientists and literary critics who emerged from this training. lt would appear a Marxist background is an essential prerequisite for the development of a neoconservative thinker.

Recuerdo que un día se me ocurrió una explicación –que entonces me pareció satisfactoria– de por qué el capitalismo no podía asegurar el pleno empleo; era, en efecto, una explicación keynesiana, salvo por la ausencia total de inversiones. Me di cuenta, no obstante, de que esto era demasiado contundente, ya que no podría haber nunca ninguna prosperidad.
Lo que otorgaba interés e ímpetu a estas reflexiones sobre la podredumbre de una época era la presencia de una posibilidad alternativa. Se ha convertido en un tópico decir que, por más incapaz que sea de explicar los hechos, una teoría científica no desaparecerá nunca a no ser que sea desplazada por otra teoría.
