和全国人民一样,国家住宅工程中心的2007年是在奥运倒计时的读数中度过的,显得格外短暂。这不仅仅是因为国家住宅工程中心承担设计的奥运工程与之同脉相连,而且也体现在“十一五”国家课题开局之年的各项工作紧张而又充满挑战。
以筹建“万科住宅实验塔”为标志,国家住宅工程中心的工作迈上了新台阶,用更加科学的方法深度解析我国住宅建设领域的课题,长期以来“概念更替”左右住宅建设的现象将得以改观。一年来,国家住宅工程中心关注和紧扣国家住宅建设的方针政策,继续开展了以建设“节能省地住宅”为目标的研究与设计;开展了“健康住宅”的跟进与推广;开展了太阳能建筑的研发以至打造太阳能城市的探讨;开展了技术集成住宅的深化与实践;开展了广泛的国际合作;开展了新农村建设的追踪与延伸;开展了与企业多极模式的联合协作。在这一年里,国家住宅工程中心先后完成了多项(包括国家级)科研课题的立项、申报、开题,为这个集体的持续发展注入了新的活力。为此,全体员工团结拼博,享受成功,同时也倍感责任与鞭策。
2007年国家出台了大量住宅方面的新策。党的十七大提出的“住有所居”,成为社会主义民生建设的重要目标。《城乡规划法》、《节约能源法》、《物权法》等相继执行,标志着住房保障制度有了重大调整,意味着以大众住宅建设为己任将成为国家住宅工程中心今后工作的重心和方向。
2007年是国家住宅工程中心取得重要成绩与发展的一年,是全体员工奋发向上、团结协作的一年。在这一年里我们经历了很多。其中值得一提的是,我们同时取得了中国建筑设计研究院(集团)本年度足球联赛和篮球联赛的冠军!当然这与我们的主业并无直接关联,但其体现的精神、形成的氛围、获取的欢乐却长久挥之不去。当我们为并无明显优势的业余选手欢呼喝彩时,想到的不仅仅是赛时,更有赛前赛后;不仅仅是场上,更有场下场外;不仅仅是比分,更有日常的点点滴滴。我们为有这样一个永不言败、敢于争先的团队而骄傲。
经过前4期《年度报告》编制的修炼,编辑人员可谓行家里手,但从编辑工作会讨论的细节上,我还是感到了大家对这份报告所表现出的认真、热情、关爱与期望。希望这份报告继续成为记录我们过去365天的“档案”,成为对外工作的“名片”,成为明年启程的“号角”。
在此,对一年来辛勤工作的全体员工,对关爱我们的领导和兄弟单位,对真诚合作的伙伴,表示衷心的感谢。

Translation - English Time flies! In 2007, China National Engineering Research Center for Human Settlements (CNERCHS), together with the whole nation, has been counting down to the 2008 Beijing Olympic Games. The Olympic construction projects designed by CNERCHS have become all the more intricately related with the great event. And as this is the kick-off year for the Eleventh Five-Year Plan, our tasks have been pressing and challenging.
Marked by the preparation of Vanke Housing Experimental Tower, CNERCHS has advanced to a new stage where it adopts a more scientific and insightful approach towards issues on residential housing, thereby prompting the sector of residential housing to be less haunted by frequently changing concepts. Over the past year, CNERCHS has been attending to the country's policies on residential housing. And keeping closely in line with the policies, CNERCHS carried on with the research and design of energy-saving and land-conserving housing, followed up on and worked to mainstream healthy housing, conducted R&D on solar building and explored the making of a solar city, probe into and put into practice the concept of tech-integrated housing, conducted extensive international cooperation, tracked and sought to expand new countryside projects, and cooperate with for-profit enterprises in a multi-direction way. Also in the past year, CNERCHS succeeded in initiating quite a few research projects (including some national-level ones) after identifying the projects and submitting them for approval and review. These projects have injected renewed vigor into the sustainable development of CNERCHS. To achieve these, my colleagues at CNERCHS and I have been making good effort together. While enjoying the success, we feel all the more the responsibility, and we are more motivated than ever before.
The year 2007 witnessed the debut of a multitude of fresh policies on residential housing. The Seventeenth National Congress of the Communist Party of China put forward, as a major objective of improving people's livelihood in this socialist country, that all our people should enjoy access to housing. Representing an important adjustment to the country's housing security system, the Urban and Rural Planning Law, the Energy Conservation Law and the Real Right Law of China were successively carried into force, with the implication being that the focus and orientation of CNERCH will be on housing for the general public.
The year 2007 is a year of achievement and progress for CNERCHS and a year in which every CNERCH staff spared no effort in forging ahead concertedly. Our memories in 2007 are abundant. One worth mentioning is that we won championships in the football and basketball league matches organized by China Architecture Design & Research Group. It is true that this bears no direct relationship to our work, yet the spirit, atmosphere and merriness of the events are still lingering in our minds. When we cheered for amateur players with no apparent advantage, our thoughts went beyond the moment the players were on the ground. And rather than the scores, we cherish more the bits and pieces of ordinary days. We pride ourselves in being a united team, never discouraged and always keen to excel.
Seasoned by compiling the previous four CNERCHS annual reports, our editorial people are undoubtedly experienced. Notwithstanding this, as what I felt from the details of their discussion, they have been applying themselves earnestly to the present report with great passion, care and expectation. Hopefully, this report will continue to be a name card showcasing ourselves to the outside, a clarion call to embarking on the journey next year, as well as an archive of the past 365 days.
