I don't see any problem with this translation. The title of engineer in France is only awarded after 5 years' study.

Engineer to be / Candidate Engineer
Ingenieur designer = ingenieur stylicien.
He cannot claim to be an engieneer as he has not finished his studies yet (which he hopes to finish). Hence he is an engineer to be or candidate Engineer.

The candidate engineer will therefore first qualify as an engineer and then specialise in Shoe Designing. I can live with that. In SA he would receive a Bsc degree and then denomination in brackets. (Elec) (Mech) etc

: I believe this is referring to a design engineer, as in electronics (ASIC) design. Does the "institut" have a website that would give you a clue as to the sort of degrees they offer?

Google: l'Institut Supérieur de Design de Valenciennes. One cannot say that you are an engineer until your are qualified. That is my standpoint. No university will allow this. When a student yo are a candidate to a degree.

: as he clearly states he is studying, "design engineer" (which is what he will be if he succeeds) is perfectly valid - you don't need the extra "to be" or "candidate", these are redundant
