J'avais pensé à théorique ,mais le terme de capacité théorique n'est jamais traduit par implied dans les traductions que j'ai trouvées

I would understand it as:

"knowing the other related factors, you would expect this factory to make 40,000 tons of whatever per year"

For example, that figure would be deduced from how much of this output is used elsewhere or how much input in consumed per year.

As for the translation, I can't see anything wrong with the most litteral "implicite":

Des unités de production en Allemagne ayant une capacité / production annuelle implicite de ...?

Still, to be sure, you really need the whole picture / the full story.
