الحد الشمالي: أرض ملك الدولة
الحد الجنوبي: المحور الرئيسي للقطاع بعرض 75م - قائم
الحد الشرقي: أرض ملك الدولة

The word قائم appears in both instances in parentheses following the width dimension. What does it signify?

I bleive that قائم here does not describe the angle. It means the existence of the "dimensions", that is, they are already there.

This is translation that I can't prove to be "right"

However I have found the expression in some references that are identical to the text that Mr. Fuad has provided above. I think that the word "قائم" might bear meanings other than "perpendicular" or "availability" or "existence". Perhaps there is another meaning in that jargon, that we might not know yet. I know that right-of road is "حق الطريق" and am expecting a lot of disagreements, but I would like to share views with you guys.
