This is a Brazilian Birth Certificate. The entire phrase is from a stamp on the birth certificate: CARTÓRIO DO REGISTRO CIVIL DAS PASSOAS NATURAIS DA SEDE DA COMARCA DA ITAPOLIS.

I'm just not sure what sede and comarca mean in this context. Thank you!

The term appears in every birth or marriage or death certificate and in all court rulings and in attorneys' briefs addressed to a court. The word "sede" rarely appears with it, but would have to be translated as "seat"

Comarca also appears as "judicial district" in Marcilio Moreira de Castro's excellent bilingual legal dictionary published in 2010.
