In physics the notion of a normalised vector, i.e. one with length unity, is common. It's often called a versor then.
Anyway, are we (the asker) supposed to translate or correct the source?

If there is only one solution of the eigenvalue equation DET(A-lI)=0 (DETerminant, I is the identity operator) this means that the operator A has n times degenerated spectrum. These are very peculiar, and not interesting operators. You can construct such operators: take a diagonal matrix n-times degenerated: all (except one equal 0), elements on the diagonal are equal!. Then apply BAB(-1) and you will have one not so obvious. Anyway: this even more indicates, that the author tries to solve a simple algebraic computational problem complicating it as much as possible to make it looking high math!
Now it looks 'scientific' and you can even get PhD for that! Pathetic.
And a sum of the vector elements is NOT a norm. A sum of squares may be used as a norm.

In the AHP, where n elements are being compared, a consistent matrix will have lambda = n. In real-world applications, there will be some degree of inconsistency and lambda_max will be > n. A consistency index measures lambda_max vs lambda (n).

Wektor (x) własny macierzy (A) spełnia równanie Ax=lx, gdzie l (zwyczajowo używa się greckiego lambda) jest liczbą (rzeczywistą lub zespoloną).
Jeżeli tekst nie podaje jaką wartość ma l, to nie ma sensu mowa o wektorze własnym. Wektor własny istnieje TYLKO dla odpowiedniej wartości włąsnej l, dla innej może istnieć ale jest inny!! Oczywiście można go znormalizować a z podanych propozycji TYLKO czasownik 'normalise' będzie bez trudu zrozumiany przez matematyka.
ALE 'normalise' pochodzi od 'norm'; norma wektora to (dla laików) uogólnienie długości. Suma elementów (nie wiem co to elemety - przypuszczam składowe) NIE spełnia aksjomatów normy: może być 0 na niezerowym wektorze. To co ten tekst opisuje to nie jest normalizacja. Lepiej tego nie tłumaczyć bo się można skompromitować!
