day-to-day management Explanation: I'm not convinced by "infra-annual" - it doesn't get many hits, and many are translations. It also sounds odd. Alternatively, you could say "during the year", but that's a bit redundant, because it's obviously not during the previous or following years. I think "day-to-day management" is the closest you can get in English. In my dictionary reference, an "organe de pilotage" is a management body.
