If you actually continue with the translation, the second sentence will look like what we'd call a "Zäsur" in German, something you'd set off with dashes maybe.

You probably should move the "aber" around and start the sentence with "although."

I think I can confirm that. But I'd also caution anyone against using the phrase in German if not truly needed. Especially when you're dealing with marketing documents, you should avoid any "not" / "nor"/ etc. if possible (even in German, these are key response words drifting into negativity; nothing you want to have customers read about - unless it describes competitors, I guess).

[Edit] I would advise caution here. Steffen's sentence does work on its own, but in my opinion, you are glossing over the context(!).

Take a look:
"Again, this applies not just to development policy but also to other political areas."
"this goes beyond development policy to include other areas"

You're shifting the emphasis to "other areas." However, the next sentence says: "Die ständig wachsende Fragmentierung der internationalen Zusammenarbeit" - As far as I understand it (Markus may want to chime in here), the last sentence of the three is about "Entwicklungspolitik" in particular. I don't see how you can properly link either of the two sentences above to this one.

Just a thought. There seems to be a marked tendency in German to use the phrase "nicht nur ... sondern auch" (and permutations like "nicht nur ... aber auch", as we have here). At any rate, this phrase seems to be used more often in German than the corresponding English "not just ... but also", so I always look for alternatives, although perhaps I've developed an allergic reaction after translating so many German texts that use it to a fault. Anyway, Steffen's idea of "other fields beyond" is right on the money in my book.
