Hi everyone,

This is a Libyan short story I'm working with. I thought the word means the person who officiates a marriage, but I don't understand how they are one of the حكماء البلدة.

....إلا أن حكماء البلدة - وهم إمام الجامع، المأذون ورئيس الشرطة
