Окружная скорость может быть только у конкретной точки на колесе. Правильным термином для всего колеса в целом будет "частота вращения", об/мин. А окружная скорость на наружном диаметре - это нормально, это скорость любой точки на наружном диаметре, и измеряться будет в метрах в секунду, м/с.
