Explanation:
I may be on the wrong track, but the above, albeit confident, answers do not make clear that the court registry is doubling as a register office for births, marriages and deaths.

Rarely does this occur in English Common vs. Civil Law jurisdictions, except e.g. for bills of sale (chattel mortgages of motor vehicles etc.) I have regd. myself at the Royal Courts of Justice on the Strand in London.

neutral  Daryo: Do you have ANY real-life sample of "services director" used in that meaning in any court? Never heard of any, at least not in UK. / A tip: the judiciary will keep using THEIR jargon, whatever you think of it.
